The Planner/GIS Manager in Training position at Fergus County Road & Bridge Department is a full-time, permanent role focused on overseeing the planning department's functions. Responsibilities

  • Oversee the planning department and manage staff and consultants.
  • Establish work priorities and supervise, train, and evaluate personnel.
  • Plan, organize, and control planning and community development functions.
  • Prepare recommendations for long-range planning projects and reports to County Commissioners.
  • Analyze community planning and development needs and evaluate projects.
  • Review and administer land use, subdivision, zoning, and floodplain regulations.
  • Conduct research and data analysis on planning and zoning issues.
  • Coordinate planning activities with other County departments and agencies.
  • Provide public information on land use and subdivision regulations.
  • Negotiate with developers and engineers regarding project approvals.
  • Prepare and administer the department budget and manage grants.
  • Plan and update systems and processes for data management.
  • Evaluate existing computer programs and develop automation plans.
  • Research new products and conduct feasibility studies for GIS applications.
  • Prepare cost/benefit analyses for project alternatives.
  • Analyze GIS outputs and establish data manipulation policies.
  • Review new procedures and software applications for functionality.
  • Capture and maintain geographically referenced information.
  • Compile and maintain data in geographic and operational databases.
  • Respond to technical questions from GIS users and provide support.
  • Manage or coordinate projects to achieve objectives within resources.

Requirements

  • Knowledge of land-use planning techniques for urban and rural planning.
  • Understanding of subdivision and surveying regulations.
  • Familiarity with zoning and floodplain ordinances.
  • Knowledge of federal, state, and local laws regarding land use.
  • Awareness of community economic conditions and growth patterns.
  • Experience with grant-writing procedures and grant administration.
