About the position

The City of Virginia Beach is seeking a Project Planner I/II to join the Project Development Division within the Economic Development department. This role is pivotal in managing and coordinating various projects aimed at fostering sustainable economic growth in Virginia Beach. The division is composed of a collaborative multidisciplinary team that includes planners, landscape architects, urban designers, and business attraction professionals. Together, they utilize innovative land use planning, design, transportation, parking, marketing, and financial tools to achieve their mission. The division is responsible for overseeing the Economic and Tourism Development aspects of the City's Capital Improvement Program, as well as managing the City of Virginia Beach Development Authority's business parks and assets. As a Project Planner, you will assist senior planners and project managers in various economic development initiatives. Your responsibilities will include creating maps, plans, and exhibits using relevant software applications, supporting the business development division by gathering and organizing site data for due diligence, and assisting with site selection inquiries. You will also review and analyze reports related to property acquisition and redevelopment scenarios, ensuring compliance with City Code and policies concerning land development. Additionally, you will support the preparation and delivery of development project presentations to City Council appointed Boards and Commissions, assist in preparing project budgets, and track project milestones while maintaining schedules. This position also involves processing business incentive applications and grant applications, as well as preparing site readiness applications for the Virginia Economic Development Partnership.

Responsibilities

  • Assist in creating maps, plans, exhibits, and development scenarios utilizing relevant software applications.
  • Provide support to the business development division team by gathering and organizing site data for due diligence.
  • Assist with site selection inquiries and respond to requests for information.
  • Review, evaluate, and analyze reports related to property acquisition, redevelopment scenarios, property values, and ownership records.
  • Aid in reviewing development-related applications, plans, and proposals to ensure compliance with City Code and policies.
  • Support the preparation and delivery of development project presentations to City Council appointed Boards and Commissions.
  • Assist in preparing project budgets, tracking project milestones, and maintaining schedules.
  • Process business incentive applications and grant applications, and assist in preparing site readiness applications.

Requirements

  • Bachelor's degree in Planning, Geography, Urban Studies, Architecture, Political Science or related field, or four (4) years of relevant experience.
  • Experience utilizing knowledge, skills, and abilities associated with positions such as Planner or Landscape Architect.

Nice-to-haves

  • Degree in landscape architecture, planning, geography, urban studies, engineering, or architecture.
  • Experience with site identification, evaluation, and property reports.
  • Experience with the land development approval process.
  • Project management experience or certification.
  • Proficiency with Microsoft Office, Adobe Acrobat, and ArcView GIS mapping.
  • Experience with preparing presentations, publications, and reports.
  • Experience with development application preparation or review.
