About the position

This is a professional and technical planning position assisting in the activities associated with various aspects of the City's planning and sustainability programs. An employee in this class is responsible for various research, design, and implementation activities. The position requires the exercise of some independence in the performance of work, in conducting complex studies and projects and in preparing reports. This is a mid-level position and work is performed under the general supervision of a technical or administrative superior and is reviewed for technical adequacy and professional quality.

Responsibilities

  • Gathers population, facility, land use, economic, environmental, and other information for use in developing projection of needs, usages, and impacts.
  • Assists in analyzing needs for new community facilities or services; conducts studies and provides data regarding community.
  • Prepares graphic presentations and comprehensive reports on community characteristics related to planning, zoning, sustainability, and economic development.
  • Coordinates and researches special projects as assigned.
  • Prepares narrative and visual reports on research findings and makes recommendations to superior on various approaches to long-range plans.
  • Prepares materials for and aids in the administration of various boards, commissions and committees, generally the Planning Commission, Board of Adjustments, Historic Preservation Commission, and Sustainability.
  • Assists with updates and maintenance of Comprehensive Plan and land development regulations.
  • Conducts review of various development applications including plats, permits, site plans, variance requests and rezoning.
  • Develops strategies to promote economic and community development or efficient land use consistent with community goals.
  • Recommends priorities, schedules, and funding sources to implement long-range plans, including the Comprehensive Plan, Subarea Plans, Sustainability Plan and Climate Action and Resiliency Plan.
  • Writes, or assists in writing, a variety of ordinances and regulations relating to development controls and initiates actions necessary to correct deficiencies or violations of regulations.
  • Provides information and assistance to the general public and applicants and provides a professional source of information concerning planning requirements and issues through phone calls and occasional planner-of-the-day duties and sustainability program inquiries.
  • Manages complex development submittals through the Development Review Committee (DRC) process for an expeditious review and necessary approvals.
  • Attends substantial number of evening and weekend meetings.

Requirements

  • Bachelor's degree in planning, landscape architecture, architecture, environmental/sustainability policy and management or a related field and 3-5 years of technically responsible experience; a completed Master's degree preferred; or any equivalent combination of education and experience which provides the following knowledge, abilities, and skills:
  • Working knowledge of the principles, practices, and techniques of urban planning, land use, economic development, sustainability, climate adaption, resiliency, and transportation planning.
  • Working knowledge of the literature and sources of information available concerning planning matters, and of the techniques and procedures used to analyze and report such information.
  • Ability to prepare technical reports and gather and organize relevant data for presentation.
  • Ability to communicate effectively orally and in writing.
  • Ability to establish and maintain effective working relationships with employees, other agencies, officials, and the general public.
  • Ability to balance multiple projects and varying timelines/project schedules.
  • Ability to provide high level of customer service to citizens and applicants.
  • Basic knowledge of laws and regulations relating to planning and land use.
  • Knowledge of greenhouse gas accounting and reporting.
  • Experience with grant writing, implementation, and reporting.
  • Knowledge of or experience in community remediation and redevelopment, and knowledge of relevant Federal programs.
  • Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, & decimals. Ability to compute rate, ratio, and percent and to draw and interpret graphs. Ability to coordinate, conduct, compute and analyze data.
  • Knowledge of computer hardware and software programs, which may include Microsoft Office, Internet applications, econometric or transportation modeling, database management, or GIS.

  • City pays 3.75% toward deferred compensation for regular part-time employees working 20+ hours.
  • Employee accrues general leave on a pro-rated basis for regular part-time employees working less than 20 hours.
  • Employee is not eligible for benefits and pays 7.5% toward deferred compensation for part-time (no benefits) positions.
  • Employee works in a position that is classified as a short-term position, is not eligible for benefits and pays 7.5% toward deferred compensation for seasonal/temporary positions.
