About the position

The Planning and Budget Analyst (Program Manager IV) at the Maryland State Department of Education is responsible for overseeing budget construction, management, and related fiscal analyses for substantial division and office budgets. This high-level position requires collaboration with various teams to ensure transparency in budget development and adherence to state regulations. The analyst will also play a key role in financial reporting, resource allocation, and supporting the department's strategic initiatives.

Responsibilities

  • Manage budget construction and position budgeting for MSDE divisions.
  • Provide budget management and fiscal analysis to ensure compliance with regulations.
  • Prepare monthly and on-demand financial reports and analyses.
  • Assist in the development of MSDE's annual operating budget plan.
  • Support ongoing budget execution processes to align spending with strategic priorities.
  • Coordinate training and resources for budget staff across teams.
  • Develop communication materials for internal and external stakeholders.
  • Implement and improve budget database systems for annual budget execution.
  • Conduct data analysis to inform resource allocation and transparency initiatives.
  • Participate in the legislative fiscal note process and review proposed legislation.

Requirements

  • Bachelor's degree in public policy, public administration, accounting, business administration, economics, finance, statistics, engineering, planning, or political science.
  • Seven years of experience in budget formulation, accounting, or administrative work, with at least one year in budget planning or management.
  • Master's degree or equivalent post-baccalaureate coursework in relevant fields with five years of experience, including one year in budget planning or management.

Nice-to-haves

  • State or local government finance experience.
  • Experience in financial planning, budgeting, and policy analysis.
  • Knowledge of performance budgeting concepts.
  • Experience in writing reports and making presentations on budget recommendations.
  • Skill with Microsoft Excel or R.
