About the position

The Planning and Budget Analyst at Christopher Newport University plays a crucial role in developing and analyzing the university's biennial and annual operating and capital budgets. This position involves extensive financial analysis, resource allocation recommendations, and collaboration with various campus departments to ensure effective budget management aligned with the university's mission and goals.

Responsibilities

  • Analyze and research expense and revenue centers, completing budget to actuals variance analyses.
  • Recommend resource allocation by program and department for assigned areas of focus.
  • Research and compile trend insights, including peer comparisons, to inform resource allocation decisions.
  • Develop financial impact models and forecasts as needed.
  • Complete rate change analyses and revenue projections to support operational initiatives.
  • Implement and maintain procedures for budget software, such as Workday Adaptive Planning, and facilitate training.
  • Collaborate with campus colleagues for routine Planning and Budget related inquiries and data reconciliation.
  • Review and process budget transfers and maintain compliance with record retention requirements.
  • Monitor the Higher Education Equipment Trust Fund and assist with Capital Outlay form processing.
  • Maintain positive customer service relations with students, faculty, staff, and other stakeholders.

Requirements

  • Master's degree in Accounting, Economics, Business Administration, or a related field, or a Bachelor's degree with equivalent experience.
  • Experience in budgeting or resource analysis, financial planning, and forecasting.
  • Strong analytical and problem-solving skills with the ability to interpret complex data sets.
  • Knowledge of state budget and finance policies within higher education institutions.
  • Experience using planning and budget software systems.

Nice-to-haves

  • Previous budgeting experience in a college, university, or government agency setting.
  • Familiarity with Workday Adaptive Planning or similar budget software.
  • Experience with Banner Finance and repair and replacement planning.
