About the position

The Planning and Organization Manager at Armand Corporation is a full-time role focused on overseeing and coordinating various aspects of federal construction projects, particularly in rail and transit systems in New York. This hybrid position requires a blend of strategic planning, project management, and stakeholder engagement to ensure the successful delivery of the Signal Modernization Program and other related initiatives.

Responsibilities

  • Ensure coherent planning of CBTC projects from long-term to short-term plans.
  • Build a Signal Modernization Program Plan for NYCT lines.
  • Assist in integrating and identifying interfaces between the Signal Modernization Program plan and other construction plans.
  • Review, develop, and adjust strategies for the Signal Modernization Program with the Senior Vice President.
  • Develop an organizational model for the Signal Modernization Program to maximize delivery performance.
  • Support project controls in developing oversight and reporting methods for ongoing projects.
  • Participate in the oversight of project performance across ongoing signal modernization projects.
  • Oversee the preparation of key performance indicator reports to track progress and identify issues.
  • Incorporate lessons learned from past projects to improve planning and delivery performance.
  • Assist in building governance to ensure compliance with agency standards and policies.
  • Possess strong business administrative skills for presentations and report writing.
  • Oversee development and presentation of feasibility and risk recommendations for proposed projects.
  • Build organizational structures to secure alignment among stakeholders in the Signal Modernization Program.
  • Manage relationships with key stakeholders to ensure effective communication and timely resolution of issues.
  • Align business goals with solutions to drive process improvements in project management.
  • Collaborate with C&D Development, C&D Contracts, and NYCT on project management.
  • Assist in supplier management and support contract negotiations and change orders.
  • Prepare and conduct presentations for MTA executives, elected officials, and community groups.

Requirements

  • Bachelor's degree in architecture, construction, or engineering from an accredited college.
  • At least 6 years of experience in managing and planning systems in a construction setting.
  • Strong report writing skills.
  • Experience in project planning and administration.
