The City of Boston Mayor's Office of Emergency Management (OEM) is seeking a highly motivated individual to fill the role of Planning and Preparedness Manager. This position is funded under the Department of Homeland Security's Urban Area Security Initiative (UASI) program and is currently set for a two-year term, with the possibility of continuation based on future grant awards. The OEM is responsible for coordinating the City’s homeland security and emergency management programs, with a mission to enhance the City of Boston and the Metro-Boston Homeland Security Region's capacity to prevent, protect against, respond to, and recover from major emergencies. The Planning and Preparedness Manager will work closely with Boston's public safety and public health agencies to plan and prepare for emergencies, educate the public about preparedness, and conduct trainings, exercises, and drills to support the City and Region's overall preparedness. The OEM adopts an all-hazards approach, preparing for various types of emergencies, whether natural or man-made. In this role, the Planning and Preparedness Manager will report directly to the Deputy Chief of Operations and will be responsible for managing the City and Metro-Boston Homeland Security Region (MBHSR) planning efforts coordinated by OEM. This includes the development and maintenance of various strategic plans, emergency operations plans, and continuity of operations/government plans. The manager will also supervise the OEM Planning Unit Staff and manage the implementation of MBHSR regional planning priorities based on regional investment areas and the MBHSR Homeland Security Strategy. The position requires the ability to develop and track project progress against project plans, ensuring that key milestones and deliverables are completed on time. Additionally, the manager will draft and review plans, reports, and other documents for publication and approval, facilitate planning project meetings, and oversee the comprehensive risk management program for MBHSR. The Planning and Preparedness Manager will serve as a liaison between the MBHSR, OEM, and other partners, including local, state, and federal representatives, as well as private and non-profit institutions. The role also involves maintaining the City of Boston Hazard Identification and Risk Assessment (HIRA) and Natural Hazard Mitigation Plan, ensuring that the current suite of emergency management plans is updated in accordance with the Emergency Management Accreditation Program (EMAP) standards, and maintaining any program accreditations and certifications. The manager will represent OEM at conferences and meetings and perform other duties as assigned by the Deputy Chief of Operations, including on-call shifts and staffing of the City's Emergency Operations Center (EOC) during emergencies or planned events.
