About the position

The Planning & Budget Analyst position at the Metropolitan Transportation Authority (MTA) is responsible for developing and overseeing the MTA's Capital Program. Analysts will manage and administer various aspects of the Division's capital program, including reporting, data management, and performance monitoring. This role is crucial for ensuring that the MTA can effectively plan and implement projects in a timely and cost-effective manner, adhering to established policies and guidelines.

Responsibilities

  • Support development for MTA Board and NYS Capital Program Review Board approval of MTA's 5-year Program and amendments.
  • Assist in the development of the MTA's annual commitment plan by agency and business unit with monthly goals.
  • Monitor performance of projects at critical steps, including design, advertisement, procurement, and substantial completion.
  • Review and perform key transactions related to capital projects and budget changes.
  • Report on all commitment goals monthly, quarterly, and annually.
  • Support the development and quarterly content updating of the MTA's capital program.
  • Assist with the MTA Capital Dashboard, including publicly available downloads and reports.
  • Support external reporting to the NYS Comptroller and review audits.
  • Review disclosure reports and federally required documents.
  • Develop and maintain key performance indicators (KPI) and related reports or dashboards.
  • Monitor and maintain data integrity of critical capital program systems.
  • Use the MTA Decision Support Tool for analyses and reports.
  • Support maintenance and periodic updates of Capital Program Policies.
  • Liaise with other units within MTA for collaborative efforts.
  • Report on MTA Capital Program Blue Page database for new capital plans.
  • Perform ad hoc quantitative and qualitative analyses as requested.

Requirements

  • Bachelor's degree in Urban Planning, Transportation Planning, Public Policy, Public Administration, Construction Management, Business, Finance/Economics, or a related field.
  • Master's degree preferred.
  • Minimum of two years of work experience in Transportation/Urban Planning, Budgeting/Finance, Administration, or Project Management.
  • Strong understanding of the MTA's capital program and operating budgets.
  • Excellent organizational and presentation skills.
  • Demonstrated leadership capabilities and problem-solving skills.
  • Ability to work effectively in a high-pressure environment.
  • Strong communication skills with internal and external stakeholders.
  • Proficiency in Microsoft Office Suite, including Word, Excel, Access, Power BI, PowerPoint, and Outlook.
