About the position

The Planning & Evaluation Analyst position focuses on providing evaluation and research support for financial assistance programs within the Health and Wellness Administration Division. The role involves designing and implementing program evaluations, developing performance measures, and creating reports to enhance program effectiveness. The analyst will collaborate with internal leadership and community members, utilizing various research methods to assess and improve program performance.

Responsibilities

  • Provide evaluation and research support for financial assistance programs.
  • Design and implement program evaluations in collaboration with department leadership and community members.
  • Develop performance measures and create evaluation reports to improve programs.
  • Analyze changes in legislation and community needs to inform program design and recommendations.
  • Present program design recommendations to management and coordinate decision-making processes.
  • Manage contracts by negotiating terms, ensuring compliance, and resolving issues.
  • Oversee grant applications and monitor implementation and expenditures of grants.
  • Prepare performance reports on contracted and department programs for management and regulatory agencies.
  • Develop policies and procedures regarding program evaluation and reporting requirements.
  • Organize and oversee the Request for Proposal (RFP) process for grant proposals.

Requirements

  • Bachelor's Degree in Public Administration, Social Services, Social or Behavioral Sciences, Management, or a closely related area.
  • Three years of experience in grant and contract administration, public program planning and evaluation, or Employment and Training program administration.
  • A Master's Degree in public planning or a closely related area may substitute for two years of experience.

Nice-to-haves

  • Experience with financial assistance services programs such as MFIP, SNAP, or Medical Assistance.
