About the position

The Planning, Programming, Budget, and Execution (PPBE) Analyst at ANSER will support the Department of Defense (DoD) Chief Information Office (CIO) by analyzing financial data, consolidating technical program descriptions, and assisting in the PPBE process. This role involves collaboration with various officials to collect budget data, support governance meetings, and ensure the timely delivery of reports and documentation.

Responsibilities

  • Analyze financial data related to operations, business performance, and investments
  • Consolidate complex technical program descriptions and strategy into simple language for official reports
  • Support the Planning, Programming, Budgeting and Execution (PPBE) process within DoD CIO
  • Review funding lines and correlate submissions to strategy requirements
  • Work closely with service and agency officials to collect budget data on specific program elements
  • Support the creation of an annual budget certification report for the DoD CIO
  • Act as the secretariat for Senior Executive Service (SES)/General Officer governance forum meetings
  • Review, edit, and format written policy, guidance or instruction documents
  • Track process deliverables and milestones to meet deadlines
  • Draft briefings, meeting notes, and coordination materials

Requirements

  • Advanced degree in a discipline relevant to the position plus 12 years relevant professional experience
  • Bachelor's degree plus at least 18 years relevant professional experience
  • Active Top Secret Clearance / SCI
  • Cognizant of current DoD budgetary principles and their associated operational impact
  • Familiarity with Program Objective Memorandum (POM) submission process with DoD organizations and/or Military services
  • Experience working with budget databases including DRDW, SNAP-IT, and/or DITIP
  • Experience writing and/or researching within DoD Appropriations and budget documents
  • Experience with planning or programming of RDT&E, Procurement, and O&M funding at an OSD level
  • Excellent written communication skills
  • Expert level user of Microsoft Office Software, specifically pivot tables in Excel

Nice-to-haves

  • Experience writing official public releases, media releases, strategy documents and/or DoD communications experience
  • Experience with IT or cyberspace activities programming with the military services and/or DISA
