About the position

The Planning Project Manager for the Transportation Improvement Program (TIP) will oversee the development process of the TIP for the Charlotte Regional Transportation Planning Organization (CRTPO). This role involves managing staff activities, coordinating with various NCDOT units and local jurisdictions, and ensuring compliance with federal and state regulations. The position is crucial for facilitating transportation planning in a rapidly growing metropolitan area.

Responsibilities

  • Supervise and manage all components of the CRTPO's TIP development process.
  • Coordinate internal CRTPO staff activities to meet federal and state requirements and deadlines.
  • Lead coordination efforts with the CRTPO's 27 jurisdictions.
  • Prepare the TIP financial plan.
  • Manage TIP Amendments coordination with NCDOT and other stakeholders.
  • Administer the NCDOT Prioritization process on behalf of the CRTPO.
  • Conduct public engagement and lead presentations during TCC and CRTPO Board meetings.
  • Manage the local input points process and review the methodology as needed.
  • Represent CRTPO in air quality conformity processes and interagency consultations.
  • Lead efforts related to the review of planning project proposals for compliance with Regional Transportation Planning Program goals.
  • Assist with annual project solicitation and development of project scores.
  • Coordinate with the NCDOT-STIP unit regarding funding issues.
  • Implement CRTPO's Complete Streets policy.
  • Participate in the preparation of the Metropolitan Transportation Plan.

Requirements

  • Demonstrated experience and knowledge of the Strategic Transportation Investments legislation and NCDOT Prioritization process.
  • Experience using Microsoft Excel for data analysis and reporting.
  • Ability to create clear and informative content regarding the TIP development process.
  • Understanding of federal statutes, regulations, and policies related to TIP development.
  • Experience with the metropolitan planning process.
  • Excellent written and verbal communication skills.

Nice-to-haves

  • AICP, PE, or other relevant certifications (GISP, AIA, etc.).
  • Master's degree in urban planning or related field.
  • Proficiency in Microsoft Office Suite and Adobe Creative Suite.
  • Experience with ArcGIS software.
