About the position

The Planning Specialist position at the City of Owatonna involves assisting the Community Development Manager in various city planning and zoning functions. The role focuses on advising builders, developers, and property owners on ordinance requirements, reviewing building plans for compliance, and performing site inspections. The position aims to contribute to the community's growth and development by ensuring adherence to zoning and sign ordinances, while also engaging in the creation and revision of policies and ordinances.

Responsibilities

  • Assist the Community Development Manager in all functions of city planning and zoning.
  • Advise builders, developers, and property owners on ordinance requirements and provide technical design assistance when needed.
  • Review, evaluate, and approve building plans for compliance with zoning and sign ordinances.
  • Perform site inspections to determine code and ordinance compliance.
  • Inform property owners of ordinance violations and initiate enforcement procedures.
  • Assist in revisions, updating, and developing new ordinances and policies.
  • Serve on a team of staff members for the Planning Commission.
  • Prepare zoning request staff reports for the Planning Commission.
  • Prepare zoning letters as requested.
  • Perform other duties of a similar nature or level.

Requirements

  • A High school diploma or GED; 4 years of relevant work experience is required; or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job.
  • Bachelor's degree in Urban Planning preferred.
  • Valid Driver's License.
  • Knowledge of customer service principles, regulation enforcement principles and practices, and applicable federal, state, and local laws, rules, and regulations.
  • Skills in providing customer service, preparing reports, enforcing ordinances, making time-sensitive decisions, and operating basic technology.

Nice-to-haves

  • Bachelor's degree in Urban Planning preferred.
