About the position

Systems Planning and Analysis, Inc. (SPA) is seeking a Plans & Policy Consultant to join our team in Arlington, VA. This full-time position is critical in supporting the Deputy Chief of Naval Operations for Operations, Plans, and Strategy (OPNAV N3N5). The OPNAV N3N5 serves as the principal advisor to the Chief of Naval Operations (CNO) on joint operations and the development of naval and joint plans, programs, and policies. The consultant will provide innovative consulting and analytical support to facilitate strategic decision-making and policy formulation, performing multidisciplinary forms of plans and policy analysis. The role involves supporting the development and advancement of Navy initiatives and policies that promote integration and effective operations with other Services. Key activities include conducting research, developing information papers and briefings, coordinating off-site activities, facilitating planning conferences, and coordinating policy positions across Navy stakeholders. The consultant will also provide advocacy support for the development and coordination of N5 topics and related issues across the Department of Defense (DoD) and the Department of the Navy (DON). Additionally, the position requires preparing presentations for senior leaders, ensuring that all materials are clear, concise, and impactful. The ideal candidate will leverage their expertise to provide timely, objective, and analytic assessments that integrate policy, operational, technical, programmatic, and acquisition aspects of our clients' challenges. This role is essential in acting as a trusted agent to senior decision-makers and key leaders, excelling at providing data-driven analytic insights, systems engineering, strategies, and plans that address current and emerging challenges to national security. SPA's Sea Land Air (SLA) Division supports a diverse portfolio of national security government clients, including the Undersea Enterprise, the Navy Surface Community, the Navy MPTE Enterprise, the Air Force, Army, DoD Agencies, DARPA, and international clients such as the Canadian Navy and Australian Defence Force. Responsibilities

  • Provide program support to the Deputy Chief of Naval Operations for Operations, Plans, and Strategy (OPNAV N3N5).
  • Serve as the principal advisor to the Chief of Naval Operations (CNO) on joint operations and the development of naval and joint plans, programs, and policies.
  • Facilitate strategic decision-making and policy formulation through innovative consulting and analytical support.
  • Support the development and advancement of Navy initiatives and policies promoting integration and effective operations with other Services.
  • Conduct research and develop information papers and briefings.
  • Coordinate off-site activities and facilitate planning conferences.
  • Coordinate policy positions across Navy stakeholders.
  • Provide advocacy support for the development and coordination of N5 topics and related issues across DoD and DON.
  • Prepare presentations for senior leaders.

Requirements

  • Master's degree from an accredited university in military science, operations research, maritime policy, international relations, national security affairs, strategic studies, or related fields.
  • Four (4) or more years of experience in government or military planning.
  • Familiarity with current Service, Joint, DoD capstone strategy and policy documents.
  • Experience operating across Echelon 3 or higher staff levels.
  • Proficiency with Microsoft Office Suite (Outlook, Word, Excel, PowerPoint).
  • Advanced writing and editing skills.
  • Ability to work independently and collaboratively, tracking and following through on projects to completion.
  • Superior organization and interpersonal skills.
  • An active DoD Secret level security clearance and the ability to maintain it throughout employment.

Nice-to-haves

  • Prior OPNAV and/or SECNAV experience.
