About the position

The PMO Consultant at Genesis Consulting plays a crucial role in the GSA ETSNext initiative, focusing on business transformation and technological integration. This position involves utilizing advanced methodologies such as Lean, Agile, Kanban, and SAFe to manage complex teams tasked with modernizing travel and expense management systems for federal civilian agencies. The consultant will support high-impact projects aimed at enhancing operational efficiencies and compliance across government travel management.

Responsibilities

• Define and establish the PMO's Concept of Operations (ConOps), aligning project management processes and standards with strategic business goals.
• Collaborate with Agile teams to drive project initiatives, ensuring Agile methodologies are properly implemented and followed across projects.
• Engage with project stakeholders to define scope, goals, and deliverables that support business objectives, facilitating change management to ensure adoption of new systems.
• Manage the operational aspects of the PMO, coordinating closely with other program managers to integrate various project elements.
• Continuously evaluate and improve project management practices and Agile execution within the PMO to enhance efficiency and effectiveness.
• Develop detailed reports on project progress, resource allocation, and potential risks, presenting findings to the ETSNext leadership team.
• Build and maintain relationships with external vendors and stakeholders, ensuring alignment with the project's strategic objectives.
• Provide guidance, mentoring, and leadership to project team members, fostering a collaborative and productive work environment.
• Oversee the development and implementation of performance measurement tools to track compliance and effectiveness of the PMO's strategic initiatives.
• Support the overall governance and project management of the program.
• Support the team in guidance and development of project processes, tools, collaboration, and documentation requirements.
• Maintain program activities and work plans in JIRA, SmartSheets, and Excel.
• Plan, organize, execute, and control assigned project tasks in successful delivery of work products and/or readiness workplan milestones.
• Support project team staff and subject matter experts with business process analysis approaches, system development methodologies, and traceability management techniques.
• Identify additional opportunities for Functional and Technical Subject Matter Expert engagement in the definition of detail functional and technical requirements, specification of data conversion rules, and data cleansing activities.
• Provide meeting management support for various program stakeholder meetings, both internal and external.
• Document and coordinate resolution of parking lot items from Business and Technical Analyst, and SME work sessions.
• Support Project Manager with PMO activities including Project planning, metrics/status reporting, project budgeting, resource management, risk and issue management, contract management, and quality assurance.

Requirements

• Minimum of five (5) years experience in duties associated with the Consultant positions.
• Strong program coordination and administration abilities.
• Experience working with Federal Agencies in a Program Capacity (Preferred).
• Knowledge of Federal Travel & Expense Guidelines and Policies (Preferred).
• Experience in understanding technological trends and using this knowledge to enhance the enterprise's competitive edge.
• Experience in verbal and written communications to convey progress and results of analysis.
• Experience working with Agile work management tools such as JIRA.
• Experience with PMO support for status reporting, deliverable management, quality assurance, and risk/issue management.
• Background and competency in requirements development, analysis, independent verification, and validation.
• Knowledge of agile, milestone planning, project schedule management.
• Demonstrated experience with communication and collaboration tools.
• Ability to interact effectively with multidisciplinary teams of program management and system design professionals including Executives, Program leads, Functional Experts, and Technical Experts.
