About the position

The Program Manager (PM) at QinetiQ US will lead the PMOSS team in supporting the OUSD Policy mission. This role involves overseeing contract personnel, ensuring effective service delivery, and managing the execution of the PMOSS contract. The PM will also be responsible for reporting, training, and maintaining communication with senior levels of the DoD and other stakeholders.

Responsibilities

  • Provide on-site leadership, supervision, and management of contract personnel.
  • Work with team members to create an efficient PMOSS team across the OUSD(P) organization.
  • Address issues affecting timely and effective delivery of services.
  • Serve as a single point of contact for the Contracting Officer Representative (COR) and team members.
  • Design, create, conduct, analyze results from, and present research, surveys, metrics, and reports to senior levels of the DoD, Federal Government, and Congress on a monthly basis.
  • Edit, write, coordinate, and update briefings, memoranda, letters, and reports as required.
  • Lead training sessions on specified areas to members of OUSD(P).
  • Schedule, prepare materials for, facilitate, and attend weekly meetings as required.
  • Coordinate the complete in-processing of all individuals on the contract.
  • Provide monthly and quarterly reporting on contract performance and personnel changes.
  • Ensure timely staffing of all areas awarded under the contract with qualified staff.
  • Manage any sub-contractors and implement an integrated team approach for service delivery.
  • Develop, maintain, and implement Standard Operating Procedures for all task areas.

Requirements

  • A bachelor's degree in business management, program management, or national security field, or a master's degree in the same fields.
  • Twelve years of organizational project management experience, including requirement gathering, design, implementation, and ongoing program management.
  • Five years of senior level DoD management experience in environments similar to OSD components at the Under Secretary level.
  • Final TOP SECRET Security Clearance with SCI eligibility.

Nice-to-haves

  • A Master's degree in a field directly related to business management, program management, or national security.
  • Ten years of senior level organizational project management experience in OSD or Military Service components.
