About the position

The PMS 312 Requests for Equitable Adjustment (REA) Analyst (Senior) at Tamayo Federal Solutions, LLC is responsible for providing comprehensive support to the In-Service Aircraft Carriers Program Office, specifically the RCOH Team. This role involves reviewing contract documents, evaluating REA and supporting documentation, and conducting detailed analyses to assess project timelines, schedule delays, and contractor performance issues. The analyst will also provide expert opinions on the effects of changes and delays, and support litigation efforts related to shipbuilding projects.

Responsibilities

  • Assemble necessary documents for critical examination and analysis with the Navy and a document control consultant.
  • Create issue files and individual timelines for each issue.
  • Search additional documents and interview key personnel to understand design, repair, and testing issues.
  • Apply expert knowledge of program management to analyze alleged schedule delays and acceleration.
  • Review original schedules and updates to assess project completion timelines.
  • Prepare as-built schedules to identify actual project implementation by the execution contractor.
  • Analyze RCOH schedule progress reporting for accuracy and relevance to actual conditions.
  • Identify periods of schedule delay and acceleration and their causes.
  • Conduct detailed manpower analysis keyed to the as-built schedule.
  • Identify planned and actual manpower loading and variances for schedule activities.
  • Determine consequential costs and damages incurred due to changes and delays.
  • Conduct site visits to understand job cost systems related to REAs.
  • Provide expert opinions on the effects of alleged Government-responsible delays.
  • Use computer-based scheduling programs for Critical Path Method analysis and resource loading capabilities.
  • Provide written and verbal support and testimony in compliance with Federal Rules of Evidence.

Requirements

  • 7 years of related or applicable professional experience.
  • Bachelor's degree in a related field of study.
  • Ability to interface efficiently with team members and technical leads.
  • Possesses an active DoD Secret Clearance.
  • Highly proficient in Microsoft Office Word, Excel, PowerPoint, and Teams.
  • Good written communication, interpersonal, problem-solving, analytical, detail-oriented, mathematical, and organizational skills.

  • DoD experience.
  • NAVSEA PEO Aircraft Carriers experience.
  • Aircraft Modernization knowledge or experience.
  • Active duty (retired) Navy or Shipyard experience.
  • Master's Degree in a related field of study.
