About the position

The North Carolina Wildlife Resources Commission is accepting applications for a Policy Development Analyst II for our Office of Conservation Policy & Analysis. This position is responsible for the initiation, coordination and completion of all agency rulemaking in accordance with the Administrative Procedures Act. Rules are complex and change frequently. Agency rules govern hunting, fishing, trapping, boating, game land use, regulated activities, licensing, etc. The Policy Development Analyst also prepares economic impact analyses and fiscal notes, works closely with agency staff to draft and review rule language, presents rules to the agency's Board, and explains/defends rules to the Rules Review Commission. Additionally, the analyst interacts regularly with partners/stakeholders, constituents, and the general public to perform duties and may provide leadership and supervision.

Responsibilities

  • Initiate, coordinate and complete all agency rulemaking in accordance with the Administrative Procedures Act.
  • Prepare economic impact analyses and fiscal notes.
  • Draft and review rule language with agency staff.
  • Present rules to the agency's Board and explain/defend rules to the Rules Review Commission.
  • Interact regularly with partners/stakeholders, constituents, and the general public.
  • Provide leadership and supervision as needed.

Requirements

  • Experience in the evaluation, analysis, development and/or implementation of public policies.
  • Ability to identify, recognize and resolve problems.
  • Experience collecting and analyzing data and information.
  • Experience managing multiple projects concurrently.
  • Ability to communicate clearly and concisely, both orally and in writing.

Nice-to-haves

  • Ability to coordinate and facilitate meetings, while developing consensus and recommendations.
  • Knowledge of wildlife, fisheries and/or conservation management related public policy.
