About the position

The Policy and Rules Administrator plays a crucial role within the External Affairs Division of the Department of Enterprise Services (DES), focusing on the development and implementation of policies and rules that align with the agency's mission and operational goals. This position is responsible for leading rule and policy-making efforts, ensuring compliance with legal requirements, and fostering a collaborative work environment that promotes continuous improvement and stakeholder engagement.

Responsibilities

  • Develop and maintain statewide policies and rules in accordance with statutory responsibilities under Chapter 43.19 RCW.
  • Draft and recommend policies and guidelines that align with federal and state laws, incorporating stakeholder input and best practices.
  • Serve as the point of contact for statewide policy and rule interpretation and implementation inquiries.
  • Develop stakeholder outreach plans to ensure robust participation in policy and rulemaking activities.
  • Coordinate and lead agency rule and policymaking work, including planning, processes, and implementation.
  • Assist in administering the Director's policies, including new policy development and ongoing content maintenance.
  • Advise and collaborate with the Policy and Rules Manager, making recommendations for decision-making by agency leadership.
  • Ensure compliance of DES agency-wide policies with federal and state laws, as well as Governor Directives.

Requirements

  • Bachelor's degree in Public Administration, Political Science, Business Administration, Law, or a related field.
  • Five years of experience in state government policy development and rulemaking processes under the Washington State Administrative Procedures Act.

  • Advanced degree in Public Administration, Political Science, Business Administration, Law, or a related field.
  • Experience in central services administration and business environments.
  • Demonstrated ability to work in a politically sensitive environment and build consensus among diverse interests.
