About the position

Boulder County Public Health (BCPH) is seeking a Policy and Systems Change Senior Analyst, whose mission is to advance pro-health policies and systems change in Boulder County and the state of Colorado. This position is responsible for duties associated with advancing BCPH's legislative and policy priorities, as well as supporting local systems change that advances population health. The Policy and Systems Change Senior Analyst initiates and cultivates high-level strategic partnerships across numerous sectors to advance policy efforts for BCPH, leads community-level policy improvement efforts and works with staff to develop and implement an agency policy agenda, facilitates BCPH's involvement in government affairs, develops relationships with community leaders and serves as the department's liaison with various entities as it relates to policy development, and provides leadership to support policy improvement activities by exercising strategic, administrative, and operating oversight. The successful candidate will be self-directed, collaborative, team-oriented, and solutions focused. The ideal candidate will exhibit confidence in establishing and defining their role and flexibility as the role evolves. The leader in this position will be able to build, maintain, and nurture existing and new relationships with staff, other agencies, and the community. This position requires a strategic and creative thinker who is collaborative, approachable, responsive, and trustworthy. The position reports to the Executive Director and serves as a liaison and representative to a number of internal and external groups throughout Boulder County and the region. This position is a full time, fully benefited position with Boulder County. This position is expected to be in the office (or in the field) at least 3 days per week, per current BCPH hybrid work policy. This is a term limited position with an anticipated end date of June 25th, 2028.

Responsibilities

  • Priority setting, planning, implementation, and evaluation for the agency's policy and systems change work.
  • Working with the staff, local community, and partners to develop a BCPH Policy and Systems Change Plan.
  • Identifying areas for proactive policy development.
  • Creating a strong agency system for tracking, communicating, and responding to policy developments at local, state, and national levels.
  • Engaging emergent learning to evaluate work and adapt strategies over time for improvement.
  • Leading BCPH's State Legislative Policy Committee.
  • Facilitating the development of annual state legislature policy priorities.
  • Participating in and supporting staff to research issues, organize testimony, and meet with elected officials.
  • Responding to emergent needs during the annual four-month state legislative session.
  • Providing regular updates during the session to the Board of Health.
  • Preparing briefs and regular reports to keep BCPH leadership up to date on policy issues.
  • Representing BCPH on various external committees and with partner groups.
  • Supporting local, state, and national coalitions and identifying broader support for BCPH's policy and systems change priorities.
  • Liaising with local, state, and national legislators to identify how BCPH can assist them with their legislative priorities.
  • Collaborating with county municipalities to advance pro-health policies and systems changes.
  • Supporting agency capacity building by working alongside BCPH programs.
  • Applying for grants to advance policy and systems change solutions.
  • Utilizing a collaborative leadership style that embraces a diversity of opinions.
  • Performing other related duties as assigned.
  • May be reassigned during emergency situations.

Requirements

  • Minimum of 9 years of combined education and experience in a related field.
  • At least one year in a supervisory or lead role.
  • Valid driver's license and a clean driving record.
  • Access to reliable transportation for business use.
