About the position

The Policy Cyber SME II position at Culmen International is designed to provide specialized subject matter expertise (SME) to the Office of Science and Engineering, specifically within the Technology Centers Division and the Advanced Computing Branch focusing on Cybersecurity Research. The role is critical in enhancing the organization's capabilities to identify, prevent, protect, detect, and defend against intrusions targeting cyber-physical systems and networks. This position is integral to the development and evaluation of policies and governance related to the government's use of cybersecurity strategies and techniques. In this role, the SME will assist in advising leadership on scientific concepts, potential threats, and the impacts of cyber-attacks. The position requires a critical assessment of survey papers, technical reports, and findings to identify the trajectory of research in cybersecurity. The SME will coordinate with experts from various agencies to analyze malicious cyber-attack activities and provide significant technical input into the development of policies, procedures, and technologies aimed at countering cyber threats. The position also involves preparing and presenting high-quality technical content at various speaking engagements, both live and online. The candidate must be able to travel domestically, up to 10% of the time, and will primarily work remotely with potential travel to conferences and meetings at the Washington, DC headquarters. This role demands a high level of expertise and the ability to work autonomously in identifying, solving, and reporting on research and development topics relevant to the Homeland Security Enterprise.

Responsibilities

  • Assist in the evaluation and development of policy and governance relating to Government use of Cybersecurity strategies and techniques.
  • Advise Leadership on scientific concepts, potential threats, and impacts of cyber-attacks.
  • Critically assess and evaluate survey papers, technical reports, findings, and conclusions to identify trajectory of research.
  • Coordinate with experts from multiple agencies to analyze activities including malicious cyber-attacks.
  • Provide significant technical input into policies, procedures, and technology development for countering cyber threats.
  • Write, prepare, and present high-quality informative technical content at speaking engagements (live and online).
  • Provide Cyber SME assistance to Cyber related programs.

Requirements

  • Master's Degree or PhD in Computer Science, Cybersecurity, Software Engineering, Computer Engineering, or Computational Sciences/Engineering with a focus in Cybersecurity.
  • 15 years of experience in the field.
  • 10+ years of direct applied significant hands-on experience in software/hardware and/or network development (not help-desk experience).
  • DoD 8570 Baseline Certification levels (IAT/IAM/IASAE levels II or III).
  • Industry certifications such as Certified Information Systems Security Professional (CISSP), Certified Ethical Hacker (CEH), and Certified Information Security Manager (CISM).
  • Knowledge/experience in system development methodologies and system engineering lifecycle.
  • Knowledge of various Cybersecurity policies (global and domestic), strategies, frameworks, directives, standards, and guidelines.
  • Current competence in Cybersecurity tools, techniques, procedures, policies, and technologies.
  • Ability to identify research opportunities and understand current and emerging Cybersecurity threats and mitigation techniques.

Nice-to-haves

  • Experience in Budget Execution and coordination of cyber-related research and development activities within other Homeland Security Enterprise equities, other S&T Divisions, academia, and industry.
  • Ability to work autonomously in identifying, solving, and reporting on Research and Development topics.
