This position serves as the U.S. Coast Guard Yard's Port Operations Coordinator, applying a very high level of expertise to day-to-day operations on the waterfront and to the coordination of the many various interrelated services required to maintain the efficiency of industrial operations. Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. The GS-11 is developmental and will receive tailored instruction, guidance, training, and supervision designed to equip the employee with the knowledge and skills necessary for successful performance at the GS-12 level. At the GS-11 level, the employee is learning pilot responsibilities for navigation, Curtis Creek port operations, and movement of vessels and floating equipment throughout the shipyard. The employee will be expected to complete the training process in one year, which includes obtaining a pilot endorsement for the area between the Patapsco River and Curtis Bay in the Chesapeake Bay. The role involves developing a complete understanding of the characteristics and limitations of the USCG Yard's wharfs, piers, shiplift, and barges, and completing 12 successful vessel movements at the Yard using contracted tugs, patrol boats, and medium endurance cutters. The employee will also describe security and maintenance of the decommissioned fleet and be prepared to assume these responsibilities. Typical work assignments at the full performance level (GS-12) include coordinating with the production manager, project managers, general foreman, and other waterfront management personnel to ensure the smoothest possible workflow in the location and movement of ships and boats around the waterfront. The employee will ensure all required resources are in place to accomplish intra-yard movements as quickly and efficiently as possible, coordinating with bridge authorities, tugs, pilots, divers, and others as required for the arrival, departure, or movement of vessels. Additionally, the employee will coordinate with the dockmaster and production manager to ensure all required resources are in place to support docking/undocking operations on the shiplift or in drydock, establish and evaluate budgets for maintenance of piers and associated fittings, and manage contracts assigned to the pilot.
