About the position

Integrity Management Consulting is seeking a full-time Portfolio Manager with expertise in microbiology, vaccinology, immunology, and infectious diseases to join our on-site team supporting the Military Infectious Diseases Research Program (MIDRP). The ideal candidate will be a self-starter who is capable of managing a variety of support tasks in a dynamic government office environment filled with intelligent colleagues and fast-paced programs. This position is located in Frederick, MD, and requires occasional local travel to the Washington, D.C. area for work-related meetings. A NACI clearance is not required to start work. The Portfolio Manager will play a crucial role in supporting in-house program management staff in the development of program objectives and priorities. Responsibilities include managing and allocating research funds for various laboratories and activities, providing mechanisms for both external and internal reviews of research plans, and responding to tasks and requests from higher headquarters and oversight agencies regarding MIDRP activities. The role also involves coordinating the development of program solicitations, requests for proposals, and reviews of pre-proposals and proposals, as well as assisting in the preparation and staffing of documentation necessary for contract and grant awards. In addition, the Portfolio Manager will review contract and grant reports to assess key accomplishments and their impact on programs, maintain a historical record of issues and their resolutions, and collect, organize, and analyze programmatic planning and execution data from program managers and peer review contractors. The position requires the development of Science and Technology Objective packages and support for accepted programs, as well as support for periodic Science and Technology Reviews across the entire scope of the tech-base program for various DoD audiences. The Portfolio Manager will also provide programmatic, technical, administrative, and analytical support for capability area managers, steering committees, and MIDRP-supported Integrated Product Teams (IPTs), which may include independent analyses of acquisition strategies and Milestone decision documents. Finally, the role involves developing reports, summaries, information papers, and briefing materials to respond to programmatic information requests and inquiries from diverse audiences.

Responsibilities

  • Support in-house program management staff in the development of Program objectives and priorities
  • Manage and allocate research funds for research laboratories and activities
  • Provide means for external and internal review and monitor of research plans, activities, and accomplishments

Requirements

  • Master's degree in a related field
  • 10 years of relevant professional work experience
  • Experience managing, administering or overseeing a biomedical research and/or development program
  • Ability to work productively in Microsoft Office and Point to accomplish tasks
  • Highly organized, efficient, and extremely detail-oriented
  • Ability to prioritize among multiple tasks in a fast-paced, deadline-driven environment
  • Ability to work independently and know when to seek assistance
  • Demonstrated strength in oral and written communication skills; including professional emails

Nice-to-haves

  • Experience with clinical trials and/or FDA regulatory processes
  • Working knowledge of and experience with the DoD acquisition process
