About the position

At USAA, we have an important mission: facilitating the financial security of millions of U.S. military members and their families. We are looking for a mid-level Portfolio Manager who will provide support to Portfolio Management team members with CoSA or LOB portfolios and ensures compliance with applicable policies, procedures, standards, controls, and regulations. This role involves partnering with senior team members to collaborate with key stakeholders, ensuring alignment to strategic objectives and effective prioritization, planning, budgeting, delivery, and benefits realization of work efforts. The Portfolio Manager will support broader USAA portfolio management, technology investment planning, and coordinate with Program Managers on budget inputs and updates. The position requires an individual to be in the office 4 days per week, with potential locations including San Antonio, TX, Plano, TX, Phoenix, AZ, Colorado Springs, CO, Charlotte, NC, Chesapeake, VA, or Tampa, FL. Relocation assistance is not available for this position. The Portfolio Manager will perform portfolio management activities for straightforward and low-risk CoSA or LOB portfolios, prepare materials for governance routines per the Enterprise Program Management Office (EPMO) Policy, and participate in the administration of team portfolios on an ongoing basis. This includes identifying, handling, and proposing resolutions for systemic cross-work risks and interdependency conflicts, as well as monitoring for stale work efforts and making prioritization recommendations to senior leadership. The role also involves communicating portfolio statuses and changes regularly to more tenured Portfolio Managers, reviewing the health and performance of the portfolio, and identifying performance improvement opportunities. The Portfolio Manager will drive the adoption and sustainment of changes within the organization in compliance with USAA's Change Management methodology, ensuring risks associated with business activities are effectively identified, measured, monitored, and controlled in accordance with risk and compliance policies and procedures.

Responsibilities

  • Performs portfolio management activities for straightforward and low risk, CoSA or LOB portfolios.
  • Prepares materials for governance routines per the Enterprise Program Management Office (EPMO) Policy, Standards and Procedures.
  • Participates in the administration of team portfolios on an ongoing basis, to resolve issues and disseminate information to stakeholders.
  • Identifies, handles, and proposes resolution of systemic cross-work risks / issues and interdependency conflicts.
  • Through analytics, identifies, researches, and escalates Financial Management risks and opportunities to the local Portfolio Management Office (PMO) or leadership team as needed.
  • Monitors for stale work efforts in scope for the respective portfolio and actions for resolution.
  • Participates in the development and execution of CoSA planning in partnership with Enterprise Integrated Planning (EIP) and their respective PMO.
  • Monitors and makes prioritization recommendations to senior leadership and their respective PMO to ensure portfolio alignment and delivery against strategic priorities as needed.
  • Communicates portfolio statuses and changes regularly to more tenured Portfolio Managers.
  • Reviews health and performance of portfolio regularly and identifies performance improvement opportunities providing updates to leaders and stakeholders.
  • Monitors portfolio success via recognized methodologies to document outcomes, key results, etc.
  • Drives the adoption and sustainment of changes within the organization in compliance with USAA's Change Management methodology.
  • Ensures risks associated with business activities are effectively identified, measured, monitored, and controlled in accordance with risk and compliance policies and procedures.

Requirements

  • Bachelor's degree; OR 4+ years of related experience may be substituted in lieu of degree.
  • 4+ years of progressive project, program, or portfolio management experience.
  • Moderate understanding of project, program, and portfolio management principles.
  • Moderate experience in delivering work efforts working with Waterfall or Agile methodologies.
  • Proficient experience in USAA's change management methodology OR similar industry change management methodology.

Nice-to-haves

  • 2+ years financial service or similar highly regulated industry experience.
  • 2+ years of Deposit (Checking, Savings, CDs product) experience in financial/business analysis, accounting, and portfolio optimization practices.
  • 2+ years SAFe Agile working experience.
  • Possesses at least one of the following certifications: Certified Project Manager (CPM), Lean Portfolio Management Certification, Project Management Professional (PMP).
  • Experience facilitating lean portfolio ceremonies or planning sessions.
  • Demonstrated ability to clearly articulate complex issues, risks, and proposed solutions to various levels of management, including Executives.
  • Experience working with cross-functional business and IT partners to lead strategic project and roadmap initiatives.
  • US military experience through military service or a military spouse/domestic partner.
