About the position

The Portfolio Manager at Hacienda Community Development Corporation (CDC) is responsible for overseeing the management of affordable housing portfolios, ensuring compliance with regulatory requirements, and coordinating activities between various teams. This role is crucial in maintaining the quality and availability of housing for low-income households and communities of color, contributing to the organization's mission of fostering community development and support.

Responsibilities

  • Monitor third-party property management companies to ensure timely readiness and filling of vacant units.
  • Oversee rent collections, resident charges, and new lease-ups.
  • Coordinate activities for special projects and oversee quarterly meetings between Hacienda CDC and property management.
  • Perform regular property walk-throughs to assess conditions and evaluate maintenance needs.
  • Assist with resident complaints and ensure compliance with government agencies for inspections.
  • Respond to emergencies at properties and ensure protocols are followed.
  • Collaborate with the Sr. Asset Manager to prepare and review annual budgets for properties.
  • Maintain fiscal, physical, and regulatory compliance of the property portfolio.

Requirements

  • Bilingual in Spanish and English.
  • Minimum of five years of experience in affordable housing and portfolio management.
  • Bachelor's degree in Business Administration, Finance, Real Estate, or a related field.
  • Familiarity with HUD, LIHTC, and other affordable housing compliance and regulatory requirements.
  • Strong organizational skills and ability to prioritize tasks effectively.
  • Tech-savvy with experience in cloud-based collaboration and project management tools.
  • Valid driver's license and reliable access to a vehicle.

Nice-to-haves

  • Master's degree in Business Administration, Finance, Real Estate, or a related field.
  • Knowledge of Oregon landlord-tenant laws.
  • Experience in equitable development and working in a multicultural context.
