About the position

The Portfolio Project Manager II at the Texas Facilities Commission is a senior-level managerial role responsible for providing strategic guidance and oversight in construction, maintenance, and facilities planning. The position involves working closely with the Deputy Executive Director to achieve organizational goals, develop policies, and ensure compliance with regulations. The role requires extensive experience in project management and the ability to coordinate multiple programs effectively.

Responsibilities

  • Oversees and directs activities of multiple programs within the Facilities Design and Construction Division.
  • Develops short- and long-term strategic planning and ongoing strategic analysis.
  • Monitors and analyzes design, study, and construction projects.
  • Plans, develops, analyzes, coordinates, monitors, and evaluates policies.
  • Reviews guidelines, procedures, rules, and regulations; advises on compliance.
  • Reviews and advises management on productivity, performance measures, and financial reports.
  • Troubleshoots contract performance issues and provides guidance on corrective measures.
  • Develops and implements techniques for evaluating portfolio activities.
  • Evaluates and identifies areas of needed change; recommends solutions.
  • Reviews results of internal audits and research studies to provide direction and guidance.

Requirements

  • Graduation from an accredited four-year college or university with major course work in architecture, engineering, or a related field.
  • Seven years of progressively responsible experience in project management, architecture, engineering, or construction management, including six years of supervisory or managerial experience.
  • A Master's degree in a related field may substitute for up to two years of experience.
  • Licensed TBAE Architect or registered TBPELS Professional Engineer.

Nice-to-haves
