About the position

The Practice Area Leader (PAL) for Rule of Law and Security Sector Strengthening at Management Systems International (MSI) will oversee technical work and operations within the Democracy, Governance and Conflict (DGC) sector. This role involves collaboration with various leaders and teams to ensure innovative practices, technical excellence, and effective business development strategies. The PAL will also manage staff development and contribute to the growth of the practice area while maintaining high standards of project execution.

Responsibilities

  • Oversee the development and execution of an annual practice area workplan in partnership with the Senior Vice President of Programs, DGC.
  • Coordinate with other practice areas to implement shared objectives and tasks.
  • Ensure high staff performance and satisfaction through regular meetings and clear objectives.
  • Maintain the technical and financial health of programs under the Practice Area portfolio.
  • Develop Practice Area pursuit plans for anticipated solicitations and new client growth.
  • Serve in leadership positions on bid solicitations, including as lead technical writer.
  • Coordinate with the Business Development Unit during proposal preparation.
  • Provide technical expertise in the design and drafting of proposals.
  • Support staff competency development in business development.
  • Market capabilities and experience at conferences and seminars.

Requirements

  • Master's degree in law, criminal justice, public administration, security sector strengthening, international development, or related area required.
  • Minimum 15 years of progressive management work experience in donor-funded rule of law and security sector strengthening programming.
  • Experience leading donor-funded projects in the rule of law and security sector strengthening fields.
  • Experience working with USAID and other clients, such as INL, is highly desired.
  • Strong leadership and analytical skills with proven ability to develop and manage a growth strategy.
  • Excellent written and oral communication skills in English.

Nice-to-haves

  • Skills in French, Spanish, or another relevant language (e.g., Arabic) highly desirable.
