About the position

The Pre-Apprenticeship Program Manager is responsible for leading the Climate and Environmental Jobs Act Pre-Apprenticeship Program, focusing on creating a safe and educated talent pipeline. This role involves planning, implementing, and managing the apprenticeship program to meet workforce needs and regulatory compliance, while fostering strong relationships with partners and educational institutions.

Responsibilities

  • Implement all aspects of the Pre-Apprenticeship Construction Training Program including instruction, support, and work-based learning elements.
  • Recruit individuals for the program in conjunction with staff members.
  • Effectively manage and train a team of five to seven staff members.
  • Establish and maintain high levels of service and confidentiality.
  • Collect and maintain metrics on results and outcomes of all programs.
  • Monitor, review, and adjust operational policies and procedures for the CEJA Pre-Apprenticeship Program.
  • Monitor EEO compliance in the Pre-Apprenticeship programs and ensure compliance with federal, state, and local agencies' regulations.
  • Evaluate the effectiveness of Pre-Apprenticeship programs using data-driven insights to make continuous improvements and optimize outcomes.
  • Help manage the budget for the pre-apprenticeship program, ensuring cost-effective allocation of resources.
  • Meet specific performance measures set forth by the State of Illinois and the Department of Commerce and Economic Development.
  • Cultivate positive working relationships with partners including RPS205, Project First Rate, Trade Partners, and employer partner teams.
  • Provide managerial oversight of staff including hiring, training, coaching, praising, disciplining, and terminating following State and Federal laws and utilizing Human Resource guidelines.
  • Frequent travel to the program's sites.
  • Other duties as assigned.

Requirements

  • Bachelor's Degree preferred.
  • Proven ability to manage multiple projects and people successfully.
  • Strong written and verbal communication skills.
  • Capable of building strong relationships and demonstrated ability to influence others both internally and externally.
  • Ability to effectively prioritize multiple tasks.
  • Strong organizational and time management skills.
  • Experience analyzing needs, developing and delivering programs.
  • Ability to travel within Goodwill's territory on a regular schedule.
  • Driver's license and proof of auto insurance preferred.
