About the position

The Pre-Development Construction Manager at Elmington Construction is responsible for managing the execution of multiple Affordable Multifamily Developments. This role involves overseeing site selection, planning, design, and permitting processes while ensuring projects stay on schedule and within budget. The position requires strong leadership, effective communication, and the ability to manage relationships with various stakeholders, including Civil Engineers, Architects, and General Contractors.

Responsibilities

• Manage execution of multiple Affordable Multifamily Developments through site selection, planning, design, and permitting.
• Oversee Civil Engineers, Architects, and General Contractors to ensure projects stay on schedule and within budget.
• Perform due diligence on potential Architects, Civil Engineers, and other development-related third parties.
• Supervise and coordinate work of development-related third parties to ensure scope of work is accomplished within budget and schedule.
• Assist in evaluating potential sites for project feasibility and visit locations to understand project constraints.
• Meet with city officials to understand the permitting process and manage permit submissions.
• Ensure up-to-date, complete, and accurate records for budgets and schedules.
• Collaborate during the project design process and assist General Contractor pricing efforts.
• Evaluate value engineering as needed to maintain project budgets.
• Participate in weekly and monthly reporting to senior management.

Requirements

• Bachelor's degree in construction management, business, or a related field.
• Ten years or more of construction/construction management experience.
• Proficient understanding of building codes and construction divisions.
• Full knowledge of general contracting construction processes including pre-construction planning, scheduling, safety, cost controls, and contract administration.
• Extensive experience managing multiple projects in different phases of construction.
