About the position

The Principal Human Resources Specialist at the Nevada National Security Site plays a crucial role in managing labor relations, collaborating with union leaders and management to resolve complex issues, and ensuring compliance with labor agreements. This position requires strong communication skills, the ability to handle sensitive conversations, and a deep understanding of labor laws and agreements.

Responsibilities

  • Provide senior-level services regarding all labor relations functions.
  • Collaborate with Union Leaders and Management up to the Director level to resolve complex issues and reach agreements.
  • Lead/co-chair in contract negotiations.
  • Manage negotiations preparations and processes, including key financial information.
  • Conduct investigations on internal and external employee concerns and complaints.
  • Assist with grievances from unions and ensure resolutions through proper processes.
  • Review policies, procedures, agreements, and instructions related to labor relations and advise management accordingly.
  • Multitask and respond to all issues and concerns from management, employees, contractors, and other sources in a timely manner.
  • Provide independent judgment to identify personnel and labor relations areas of concern, prepare responses, and provide recommendations.
  • Manage challenging and sensitive conversations with labor union personnel and MSTS employees up to Director level.
  • Maintain confidentiality of all information concerning employees.
  • Develop internal and external reports on investigations utilizing the Association of Workplace Investigations (AWI) process.
  • Provide backup to the random drug-screening program and handle consequences of positive drug/alcohol screenings.
  • Interface with Legal, Internal Audit, and Employee Relations on issues.
  • Cross-train and work with Employee Relations staff on investigations and contracts.
  • Stay informed on employment law changes in relevant states.

Requirements

  • Experience in labor relations and human resources management.
  • Strong communication skills to interact with union leaders and management.
  • Ability to handle sensitive and confidential information.
  • Knowledge of Project Labor Agreements and Collective Bargaining Agreements.
  • Familiarity with the Davis-Bacon Determination.
  • Experience conducting investigations and managing grievances.

Nice-to-haves

  • Experience with multiple union agreements such as Operating Engineers Local 12, Teamsters Local 631, Culinary Union 226, and others.
  • Knowledge of employment law changes in California, Nevada, New Mexico, and Maryland.
