About the position

The Principal Application Developer at Independence Blue Cross is a senior-level role responsible for leading the design, development, and implementation of software solutions within the Enterprise Information Management department. This position requires extensive experience in data mart and data warehouse environments, with a focus on health insurance analytics. The developer will serve as a technical expert, guiding multidisciplinary projects and ensuring compliance with data architecture standards while fostering an inclusive and equitable workplace.

Responsibilities

• Recognized as an external thought leader within strategic function or discipline.
• Build solutions within the Enterprise Information Management department's architecture and framework for data ingestion and extracts.
• Support standards and conventions set by Data Architecture and Data Governance teams.
• Participate in the development of product or business strategy.
• Design, develop, document, test, and debug new and existing software systems and/or applications.
• Serve as technical expert on development projects.
• Participate in full development life cycle including requirements analysis and design.
• Determine opportunities to redesign business processes for better results and automation.
• Write technical specifications based on conceptual design and business requirements.
• Support, maintain, and document software functionality.
• Identify and evaluate new technologies for implementation.
• Analyze code to find causes of errors and coordinate issue resolution activities.
• Participate in software design meetings and analyze user needs to determine technical requirements.
• Serve as liaison between Divisions/Functions and IT on projects and enhancements.
• Collect and evaluate information, formulate and test hypotheses.
• Consult with end users to prototype, refine, test, and debug programs.
• Proactively identify and solve complex problems impacting business management and direction.
• Lead multidisciplinary projects or initiatives.
• Participate in data strategy and road map exercises, business intelligence/data warehouse product selection, design, and implementation.
• Holistically design solutions considering the impact on the entire landscape.

Requirements

• Bachelor's Degree in Computer Science or related field.
• 15+ years of experience in data mart and data warehouse environments.
• Strong experience in multiple subject areas related to Health Insurance such as Provider, Medical/Pharmacy Claims, Membership.
• Development and project management experience implementing analytic applications including all phases of system development lifecycle (SDLC).
• Solid experience in DART architecture and framework for data ingestion and extracts.
• Deep understanding of enterprise data and its use for analytical and operational purposes.
• Excellent experience in ETL or ELT design and development.
• Strong solutions design experience.
• Demonstrated ability to interact effectively with all levels of the organization.
• Excellent organization, analytical, interpersonal, written and verbal communication skills.
