About the position

The City of Rockville is seeking a Principal Civil Engineer to join the Capital Projects Team, focusing on water distribution and water treatment plant projects. This role involves performing complex professional and administrative work, applying engineering services to a variety of Public Works planning, development, and design projects. The Principal Civil Engineer will manage Public Works Programs to ensure sustainable service delivery in areas such as water and wastewater, while also overseeing individual design projects and supervising other personnel in a matrix organizational structure to ensure successful project execution. This position plays a critical role in assessing utility deficiencies and necessary infrastructure improvements to support private development, with a significant impact on the City. The role requires comprehensive knowledge of stormwater management, utility, and civil engineering to effectively review and resolve various technical issues. The work is proactive and involves high-level contacts requiring cooperation, explanation, and persuasion, ensuring adherence to laws, codes, policies, and procedures. The Principal Civil Engineer will handle multiple complex projects, meet deadlines, and facilitate the work of others, all under the general managerial direction of the Engineering Supervisor, with serious consequences for the City’s infrastructure and services.

Responsibilities

  • Supervise and coordinate the preparation and review of construction plans, specifications, computations, and contract documents for Public Works Capital Improvement Projects.
  • Perform reviews of complex engineering plans, reports, and computations for compliance with engineering principles and applicable codes.
  • Assist in reviewing laws, regulations, and standards to recommend changes to the Rockville City Code.
  • Review the impact of development projects on City water and wastewater infrastructure and recommend improvements.
  • Conduct studies and recommend policies, regulations, and procedures to achieve division goals.
  • Interpret designs and advise on issues, refining or revising designs as necessary.
  • Prepare and review complex construction plans, studies, plats, easements, specifications, and estimates for various projects.
  • Schedule and review the work of lower-level engineers to ensure design quality and compliance with standards.
  • Coordinate projects and obtain permits from appropriate City departments and agencies.
  • Review standards and regulations to recommend modifications and advise on their impact.
  • Assist inspection personnel to resolve field problems and respond to inquiries.
  • Answer public inquiries regarding projects and represent the City at community meetings.
  • Evaluate proposed development and establish requirements for water, wastewater, and stormwater management.
  • Draft proposed legislation for the City Code to stay current with standards and regulations.
  • Resolve inquiries regarding complex complaints from interested parties.
  • Assist in the preparation of operating and CIP budgets and other administrative duties.
  • Manage individual engineering projects and provide estimates for planning and budgeting purposes.
  • Supervise engineers and consulting engineers in project execution.
  • Attend meetings after hours and respond to emergencies as required.

Requirements

  • Bachelor's degree in civil engineering or environmental engineering from an accredited university or college.
  • Seven (7) years of progressively responsible experience in civil engineering or a combination of equivalent education and experience.
  • Must be a licensed Professional Engineer registered with the State of Maryland within one year of employment.
  • Possession of (or ability to obtain) certification from the Project Management Institute as a Project Management Professional (PMP) is desirable.
  • Valid state driver's license.
