About the position

The Principal Financial Analyst (Budget Manager) position at the City of Alameda is a full-time role that operates on a 4-day, 36-hour work schedule, typically from Monday to Thursday. This position is pivotal in overseeing the development of the City's budgetary documents and managing the budget development process. Under general direction, the Principal Financial Analyst is responsible for conducting intricate budget analysis, short- and long-range fiscal forecasting, and capital planning. The role involves complex budget monitoring, detailed analytical work, and multipart performance analyses, as well as preparing interim financial and budgetary reports. The analyst will research, analyze, and review complex financial data, supervise and train assigned staff, and perform related duties as assigned. The Finance Department of the City of Alameda plays a crucial role in providing strategic financial vision for the City's fiscal security and delivering comprehensive financial services. The department is responsible for producing timely and accurate financial reports, monitoring internal controls, processing payments, developing biennial budgets, and managing the City's investments. The Principal Financial Analyst will lead the budget preparation process, coordinate with various departments, and ensure that the budget aligns with the City's financial goals. This position also involves representing the City in public meetings, preparing presentations, and providing recommendations for improving public engagement regarding the City Budget and financial operations. The City of Alameda, known as the "City of Homes and Beaches," is a vibrant urban island city located in the San Francisco Bay area. The Principal Financial Analyst will contribute to the City's mission by ensuring effective budget management and financial planning.

Responsibilities

  • Plan, perform, organize, and be responsible for the development of the City's budgetary documents and the budget development process.
  • Conduct intricate budget analysis, short- and long-range fiscal forecasting, and capital planning.
  • Perform complex budget monitoring and detailed analytical work, including multipart performance analyses.
  • Prepare interim financial and budgetary reports and research complex financial data.
  • Supervise and train assigned staff in budgetary processes and financial analysis.
  • Coordinate the City budget process with departments, including preparation of the budget manual and development of schedules, worksheets, and exhibits.
  • Create, manage, and maintain inter-fund loans and perform annual budgeting of interest payments and payoffs.
  • Provide assistance and advice to City departments in resolving budgetary issues and train staff on budgetary principles.
  • Represent the City in public meetings and prepare presentations for citizen groups and the City Council.
  • Develop and implement financial and management systems, policies, procedures, and standards for budget preparation and monitoring.

Requirements

  • Graduation from an accredited four-year college or university with major course work in accounting, finance, public administration, business administration, or a related field.
  • A master's degree in public administration, public policy, or business administration is desirable.
  • Five years of progressively responsible experience performing complex analytical work including professional accounting, financial analysis and reporting, and budgeting, preferably in a public agency.
  • Knowledge of principles and practices of budget development, monitoring, and implementation; governmental accounting, auditing, and financial reporting including GASB; financial management policies and procedures.
  • Ability to independently perform professional duties related to the development and monitoring of the citywide budget; apply accounting principles to the analysis of budgetary and accounting records.
