About the position

The State Bar of California's Office of Finance is seeking an experienced and highly skilled Principal Financial Analyst/Accounting Supervisor to perform comprehensive accounting professional duties across various financial domains. This role encompasses responsibilities in general ledger management, accounts payable, grants, investments, fixed assets, payroll, fund accounting, audits, personnel supervision, and special projects. The Principal Financial Analyst/Accounting Supervisor is expected to exercise sound, independent judgment while performing complex analytical work, adapting quickly to changing environments, and effectively implementing necessary actions. The position also involves participation in audit activities, working under pressure and deadlines, providing training and guidance to staff, and performing other related duties as required. Governmental accounting experience is desired, and familiarity with Oracle Fusion is a plus. In this role, the Principal Financial Analyst will serve under the general oversight of an Executive Team Member and will be responsible for supervising the staff and operations of a fiscal section within the State Bar. The functional areas of responsibility may include general ledger, grants, accounts payable, accounts receivable, payroll, general and special fund accounting, and related activities in accordance with generally accepted accounting standards. The Principal Financial Analyst will also support special projects as assigned and will be part of a team focused on continuous institutional improvement, collaboration, accountability, and professionalism. This classification is distinguished from a Senior Program Analyst in that the Principal Financial Analyst assumes responsibility for the development and implementation of comprehensive accounting and finance-related projects that may have agency-wide impacts. Duties may involve complex and sensitive issues, and incumbents are expected to work with minimal direction while supervising and/or leading support staff.

Responsibilities

  • Develop fiscal policies and procedures, strategic plans, budget forecasts, financial projections, and statements consistent with generally accepted accounting standards.
  • Evaluate accounting and fiscal control systems, policies, problems, and procedures, preparing reports recommending changes and/or alternatives to procedures.
  • Maintain and review budgetary controls; analyze budget variances, projection reports, and budget line-item expenses, and make recommended changes in cost allocation formulas.
  • Supervise, plan, and prioritize the work of professional, technical, or clerical staff.
  • Perform a variety of complex accounting duties, including general ledger, grants, accounts payable, accounts receivable, payroll, and budget management.
  • Review licensing and program fees to ensure fiscal stability.
  • Analyze data from the State Bar's information systems to support institutional performance analysis and program evaluation.
  • Conduct internal performance and financial audits to ensure compliance with governing mandates and efficient core functions.
  • Serve as staff to subgroups of the Board of Trustees, Executive Office efforts, and other committees, conducting research and policy analysis, and presenting materials at public meetings.
  • Direct the work of contractors and consultants, ensuring compliance with contract requirements and State Bar policies.
  • Respond to internal and external inquiries regarding data collection, analysis, and internal audit efforts.
  • Monitor project budgets and make recommendations on budget expenditures.

Requirements

  • Bachelor's degree in a field that develops skills related to essential duties, or equivalent academic achievement.
  • Minimum five (5) years' journey level professional financial analysis or accounting experience, or four (4) years of financial experience with two (2) years of supervisory experience.
  • Knowledge of operations, services, and processes including accounts payable, accounts receivable, payroll, budget, audits, and general and special fund accounting.
  • Understanding of principles of financial planning and management, administration, and supervision.
  • Familiarity with principles of accounting, auditing, financial controls, and reporting in the governmental public sector.

Nice-to-haves

  • Experience with Oracle Fusion is a plus.
  • Governmental accounting experience is desired.
