About The Position

The Principal Financial Manager at Astrion plays a crucial role in supporting the Command, Control, Communications and Battle Management PEO (AFLCMC/C3BM) Kessel Run Division, located at Hanscom AFB, MA. This position is integral to the financial management of various programs, ensuring that funds are managed effectively and in compliance with applicable regulations. The role involves advising on the development of program-specific funds management documentation and executing automated models and control techniques to aid decision-making processes. This includes generating funding forecasts, programming, and budget information using various databases and software. In this position, the Principal Financial Manager will prepare and develop financial inputs for significant events such as Budget Execution Reviews, Integrated Baseline Reviews, and Milestone Decision Reviews. The role requires drafting financial data documentation for submission to government financial leads, including procurement documents and program objective memorandums. The manager will also maintain an independent audit trail to track and report the status of funding documents, ensuring proper use of all funds, whether active, expired, or canceled. The responsibilities extend to performing research and analysis for accounting-related issues, maintaining financial databases, and assisting in the interpretation and application of laws and regulations related to financial management. The Principal Financial Manager will analyze the intersection between cost and budget, contributing to the preparation of Congressional budget documentation and providing insights during various reviews and exercises. This position also involves tracking the status of automated budget systems and ensuring accurate presentations of financial positions, identifying issues, and strategizing resolutions. Additionally, the role includes facilitating Budget Control Board meetings, advising program managers on budget allocation plans, and providing guidance on year-end financial closeout procedures. The Principal Financial Manager will interface with internal program office customers, assist in the development of acquisition financial reports, and support financial and budget activities for current and prior year funds. The position requires a proactive approach to financial management, including the implementation of Earned Value Management systems and conducting specialized cost research to enhance cost analysis capabilities.
