The Principal Program Budget Analyst I serves as the primary contact for the Department of Finance with one or more departments, playing a crucial role in the development and management of the program budget. This position requires the incumbent to develop expert fiscal and program knowledge in their assigned area, which is essential for identifying policy and program issues that warrant the initiation of program analysis projects. The analyst will collaborate closely with the assigned department(s) in the preparation of the Governor's Budget, ensuring that all financial documents are accurate and reflect the needs of the programs being analyzed. In addition to budget preparation, the Principal Program Budget Analyst I will consult with line program managers regarding various program aspects, providing expert advice and insights. This role also involves advising the Director of Finance and the Governor's Office on decisions related to the program budget and proposed legislation, making it a position of significant responsibility and influence. The incumbent will have the final authority to approve a wide range of financial documents that require Finance approval, ensuring compliance with all relevant regulations and policies. The analyst will carry out program analysis projects utilizing a variety of analytical techniques to evaluate program effectiveness and explore program alternatives. As a resource person in the assigned program area, the Principal Program Budget Analyst I will assist other staff members conducting program analyses, fostering a collaborative environment that enhances the overall effectiveness of the department. Monitoring program implementation is also a key responsibility, ensuring that programs are executed as planned and that any issues are addressed promptly.
