The Principal Program Budget Analyst I serves as the primary contact for the Department of Finance with one or more departments, developing expert fiscal and program knowledge in the assigned area. This role involves identifying policy and program issues that warrant the initiation of program analysis projects. The incumbent collaborates with the assigned department(s) in the preparation of the Governor's Budget and consults with line program managers regarding various programs. Additionally, the analyst advises the Director of Finance and the Governor's Office on decisions related to the program budget and proposed legislation. The position holds the final authority to approve a wide range of financial documents that require Finance approval. In this capacity, the Principal Program Budget Analyst I carries out program analysis projects utilizing various analytical techniques to evaluate program effectiveness and explore program alternatives. The analyst also serves as a resource person in the assigned program area, assisting other staff members in conducting program analyses. Monitoring program implementation is another critical aspect of this role, ensuring that programs are executed effectively and in alignment with established guidelines and objectives. This position is integral to the financial operations of the state, providing essential insights and recommendations that influence budgetary decisions and legislative proposals.
