About the position

The Principal Purchasing & Contracts Analyst plays a critical role in the Internal Services Department, focusing on complex acquisitions related to the homelessness crisis in Los Angeles County. This position involves leading the procurement process, negotiating contracts, and ensuring compliance with County policies and legal requirements. The analyst will also provide strategic consultative services and collaborate with various stakeholders to enhance the County's response to homelessness.

Responsibilities

  • Prepare complex solicitation packages including RFBs, RFPs, IFBs, and RFQs.
  • Negotiate, draft, and review terms and conditions for agreements and contract awards.
  • Review proposed awards with County Counsel and draft recommendation letters to the Board of Supervisors.
  • Develop evaluation criteria for complex solicitations.
  • Review and evaluate bidder responses to complex RFBs, RFPs, and RFQs.
  • Compile, analyze, and evaluate data on Countywide purchase patterns to identify trends and compliance issues.
  • Provide training to user departments on purchasing and contracts programs and policies.
  • Administer and audit complex agreements and contracts for compliance.
  • Conduct research to identify new products and services to improve customer relations.
  • Work with customer departments to define long-range procurement needs.
  • Clarify contract terms and resolve issues with vendors.
  • Guide client departments in drafting specifications and evaluation criteria.
  • Review vendor protests and facilitate the protest process.
  • Lead and direct the activities of lower-level analysts.

Requirements

  • Bachelor's Degree or higher from an accredited college or university and two years of purchasing and/or contracts experience at the level of Los Angeles County Purchasing and Contracts Analyst II.
  • Bachelor's Degree or higher and two years of experience in purchasing, procurement, contracts, or a related field, plus two years at the journey analyst level.
  • Five years of purchasing and/or contracts experience in a formal competitive bid environment, with relevant certifications.
