About the position

The Principal Rates Analyst at Consumers Energy is responsible for overseeing and evaluating laws and regulations that impact utility business practices and regulatory filings. This role involves developing complex analyses, leading the maintenance of utility regulatory filings for gas and electric utilities, and reviewing filings with public utility commissions. The position requires strong analytical skills, communication abilities, and experience in managing large data sets.

Responsibilities

  • Oversee, monitor, review, and evaluate laws and regulations impacting utility business practices and regulatory filings.
  • Develop highly complex analyses and perform related studies and models.
  • Lead, develop, and maintain analysis of utility regulatory filings for gas and electric utilities.
  • Review highly complex utility filings with public utility commissions.
  • Prepare exhibits, studies, schedules, and workpapers for general rate case applications filed with the Michigan Public Service Commission (MPSC).
  • Serve as a Company expert in general rate case and other proceedings before the MPSC.
  • Develop ratemaking proposals and recommendations to ensure adequate recovery of costs.
  • Provide expert testimony and serve as a rate case witness.
  • Monitor public utility commissions for changes in regulatory policies and procedures.
  • Perform complex electric marginal and embedded cost of service studies.
  • Drive partnership with other departments for cross-functional alignment.
  • Update complex rate case exhibits and assist in preparing testimony for filings.

Requirements

  • Bachelor's degree in Finance, Accounting, Political Science, Law, or Engineering with a minimum of seven years' experience, OR an Associate degree with a minimum of nine years' experience, OR a High School Diploma with a minimum of eleven years' experience in relevant fields.
  • Minimum of 5 years of prior experience with a public utility in a rate, regulatory, or accounting related position.
  • Demonstrated ability to summarize legal documents and strong analytical and problem-solving abilities.
  • Knowledge of accounting and finance principles.
  • Strong verbal and written communication skills.
  • Experience with Excel and PowerPoint, and strong skills in MS Word.
  • Ability to coach and mentor junior analysts.
  • Ability to compile, manage, and utilize large data sets.

Nice-to-haves

  • Experience with various ratemaking concepts including revenue requirements, cost of service, and regulatory accounting principles.
