About the position

By Light Professional IT Services (By Light) is a leading provider of innovative Information Technology (IT) services and communications support to the Department of Defense and Federal Agencies. The company is currently seeking personnel to support a U.S. Army information technology infrastructure program. This project encompasses a wide range of activities including conducting surveys and designs, engineering, furnishing, installing, securing, and testing (EFIS&T) solutions. These solutions include non-secure internet protocol router (NIPR), secure internet protocol router (SIPR), Wi-Fi, Voice over Internet Protocol (VoIP), Inside Plant (ISP), Outside Plant (OSP), and Voice Modernization at U.S. Army Base/Post/Camp/Station (B/P/C/S) across the Continental United States (CONUS). The role involves developing a comprehensive system engineering plan and methods to modernize, upgrade, and enhance capabilities throughout the project lifecycle. The engineer will provide essential engineering support activities, which include developing an engineering installation plan (EIP) and solutions for the implementation of the COMPMOD capabilities. This position requires the provision of all necessary information to fielding engineers to facilitate implementation actions, including detailed physical and logical network architecture, integration plans, Cyber Security artifacts such as the Security Technical Implementation Guide (STIG) checklist, internetwork operating systems versions, and various plans and checklists necessary for successful project execution. The engineer will conduct systems engineering efforts from concept development through to final design, ensuring compliance with the COMPMOD Capabilities GENM-A and DoD guidelines, regulations, and policies to meet or exceed government requirements. Utilizing U.S. Army engineering processes during the development of all submissions is crucial, as is the identification of additional processes and documentation formats as necessary. The engineer will also recommend resolutions for program milestone decisions and prepare, review, and deliver required reports and plans. Additionally, the role includes providing project support for reviews, conferences, briefings, and associated meetings.

Responsibilities

  • Develop a system engineering plan and methods to modernize, upgrade, and enhance capabilities over the life cycle of the project.
  • Provide engineering support activities including developing an engineering installation plan (EIP) and solution for implementation of the COMPMOD capabilities.
  • Provide fielding engineers with necessary information for implementation actions, including 'as-is' and 'to-be' physical and logical network architecture, integration plans, Cyber Security artifacts, and test plans.
  • Conduct systems engineering efforts from concept development through final design for the COMPMOD Capabilities GENM-A and DoD guidelines.
  • Utilize U.S. Army engineering processes during the development of all submissions and identify additional processes and documentation formats as necessary.
  • Recommend resolutions for program milestone decisions.
  • Prepare, review, and deliver required reports and plans.
  • Provide project support for reviews, conferences, briefings, and associated meetings.

Requirements

  • Bachelor's Degree in a relevant field such as IT, engineering, or a technical field. An additional four (4) years of relevant experience may be accepted in lieu of a degree.
  • Ten (10) years' experience as a Lead Engineer or leading projects of similar scope.
  • Cisco Certified Internetwork Expert (CCIE) or Cisco Certified Design Expert (CCDE) certification.
  • DoD 8570 IAT III - CASP or CISSP certification.
  • DevOps certification from Cisco, Microsoft, or an industry-recognized leader in DevOps.

Nice-to-haves

  • Experience supporting the U.S. Army or other Federal Agency.
  • Strong communication skills to effectively interface with senior military officials, managers, and subordinates.
