The Principal Technical Program Manager at Target will provide program directorship for large and highly complex enterprise-wide initiatives. This role involves distilling initiatives to shape organizational goals and creating a tactical program management structure to mobilize their delivery. The manager will create cross-functional collaboration mechanisms to evolve the delivery strategy, which could entail multiple bodies of work spanning years. A keen understanding of the current state of technology systems is essential, as well as the ability to articulate the capabilities needed to achieve enterprise goals. The position requires monitoring programs and communicating their health at all leadership levels within the enterprise. The manager will also provide knowledge on the product model and have experience in working with agile methodologies. Responsibilities include developing mechanisms to ensure product visions, roadmaps, and priorities align with enterprise objectives, coaching and mentoring an extended team of technical program managers, and leading the technical program management function within a large product-oriented enterprise. The role also involves creating and evolving the technical delivery strategy for large initiatives, partnering with product leadership, organizing initiatives into manageable bodies of work, and delivering results by driving execution across multiple organizations from design to rollout. The manager will develop communication mechanisms to inform leadership about the health of initiatives and continuously improve the mentoring of Technical Program Managers. Tools and technologies used include Agile development methodology, COBOL, JavaScript, Unix Shell Scripting, Bash Scripting, PostgreSQL, MySQL, and DB2 databases. This position may allow telecommuting from any location in the U.S.
