About the position

The Privacy & Security Analyst position is situated within the Office of Privacy and Security (OPSC) at the Wyoming Department of Health (WDH). This role is pivotal in developing and implementing programs and practices that ensure compliance with privacy and security regulations. The analyst will engage in excellent customer service, conduct thorough research, and provide training to support the OPSC's functions. The primary focus of this position is to uphold the privacy and security of WDH's business operations while adhering to national best practices and federal and state legal requirements. In this role, the Privacy & Security Analyst will report directly to the Business Operations Administrator. The responsibilities encompass a wide range of activities including planning, research, assessment, training, and investigation. The analyst will provide technical assistance regarding permitted uses and disclosures of health information, administer compliance policies to meet HIPAA requirements, and conduct incident investigations. Additionally, the analyst will manage breach responses and support various business operations such as training on state governmental business operation requirements, facilitating public records requests, and assisting in contract drafting processes. The position requires a proactive approach to tracking and monitoring risk assessments conducted by WDH divisions and programs, ensuring that software and information systems utilized by the workforce comply with privacy and security standards. The analyst will also be responsible for researching and analyzing relevant state and federal statutes, regulations, and industry best practices, while developing strategies to address customer service issues and implementing quality improvement processes with measurable outcomes. Training activities for OPSC policies and processes will also be coordinated by the analyst, ensuring that all divisions and facilities are well-informed and compliant with privacy and security protocols.

Responsibilities

  • Provide technical assistance and support to risk assessments conducted by WDH divisions, facilities, and programs.
  • Research and analyze state and federal statutes, regulations, policies, guidance, and industry best practices.
  • Track trends and quality indicators of customer service issues and develop strategies to address low-performing areas.
  • Implement a quality improvement process with measurable outcomes to track process improvement.
  • Ensure administrative, technical, and physical safeguards for third-party contracts or services involving health information and personally identifiable information.
  • Conduct and coordinate training activities for OPSC activities, policies, and processes.
  • Investigate, research, and analyze potential risks, breaches, or other privacy and security incidents.
  • Assist in the development of an agency-wide privacy and security program for IT assets that handle PHI.

Requirements

  • Bachelor's Degree in Business or a related field.
  • 0-3 years of progressive work experience in Business, with knowledge at the level of a Policy & Planning Analyst I.
  • Alternatively, 4-6 years of progressive work experience in Business with equivalent knowledge.
  • Knowledge of federal and state laws regarding privacy and security, including HIPAA and FERPA/IDEA.
  • Ability to apply privacy and security laws to varied functions of WDH.
  • Experience in policy development and best practices with attention to detail.
  • Understanding of project management principles and scalability.
  • Strong customer service and communication skills.
  • Experience in conducting investigations and documenting findings.
