About the position

The Procurement Administrator at Golden State Water Company is responsible for managing procurement activities, including overseeing Master Services Agreements (MSA), vendor onboarding, and contract performance monitoring. This role collaborates with various departments to address their procurement needs for capital programs and operational projects, ensuring compliance with company policies and regulations such as the Sarbanes-Oxley Act (SOX). The Administrator will lead competitive bidding processes, manage vendor relationships, and develop Statements of Work (SOW) to support the company's operational goals.

Responsibilities

  • Manage procurement activities including MSA contracts and vendor onboarding.
  • Execute procurement activities and monitor contract performance in accordance with SOX and company policies.
  • Collaborate with departments on procurement sourcing needs for capital and operational projects.
  • Ensure bidder adherence to pre-qualification requirements and oversee the bidding process.
  • Negotiate and finalize purchase orders and contracts, ensuring compliance with company standards.
  • Develop and manage performance metrics and reporting for procurement activities.
  • Facilitate Bid Team meetings for competitively bid projects and provide guidance on procurement processes.
  • Create and maintain a library of standardized SOW for routine procurement activities.
  • Conduct administrative activities to ensure contract and procurement control.

Requirements

  • Bachelor's Degree in Engineering, Finance, Business Administration, Supply Chain Management, or related field.
  • A minimum of five years of experience in procurement and supply chain management, preferably in the utility industry.
  • Proficient in Microsoft Office Suite (Word, Excel, PowerPoint) and ERP systems like JD Edwards.
  • Strong negotiation, communication, and time management skills.
  • Lean Six Sigma Certification is preferred.

Nice-to-haves

  • Professional certification in ISM or APICS is a plus.
  • Experience with e-bidding software such as PlanetBids or Ariba.
