About the position

The Procurement Analyst II position is a full-time remote role that supports a Business Area with over $1 billion in annual revenue and significant material spend. The primary responsibility of this role is to procure materials, equipment, supplies, and services based on specific program requirements and specifications. The analyst will develop purchase orders in accordance with these specifications, requirements, work statements, and terms and conditions. This position requires leading procurement activities and managing assigned commodities necessary for sourcing complex programs related to materials, software, and services. The successful candidate will support and execute sourcing strategies based on existing and forecasted spend, demand and supply challenges, and marketplace conditions. In this role, the Procurement Analyst will prepare and review proposals, develop evaluation criteria, select or recommend suppliers, and create electronic purchase order (ePO) files for review. They will also prepare awards and administer the resulting purchase orders, negotiate modifications to purchase orders, and resolve any invoicing issues. It is essential to follow and execute established procurement policies and procedures to ensure the best value while maintaining quality and service requirements and fostering good supplier relations. The analyst will be responsible for procurement compliance and price analysis, ensuring that all procurement activities align with company standards. A successful candidate must demonstrate effective communication skills, both internally and externally, and be capable of building mutually beneficial relationships. They should be willing to advance their knowledge of procurement compliance and proactively adopt best practices while supporting new initiatives, including Zero Defect initiatives with suppliers.

Responsibilities

  • Procure materials, equipment, supplies, and services based on program-specific requirements and specifications.
  • Develop purchase orders in accordance with specifications, requirements, work statements, and terms and conditions.
  • Lead procurement activities and manage assigned commodities for sourcing complex programs.
  • Support and execute sourcing strategies based on existing and forecasted spend, demand, and supply challenges.
  • Prepare and review proposals, develop evaluation criteria, and select or recommend suppliers.
  • Create electronic purchase order (ePO) files for review and prepare awards.
  • Administer resulting purchase orders and negotiate modifications as necessary.
  • Resolve invoicing issues and ensure compliance with procurement policies and procedures.
  • Conduct procurement compliance and price analysis.

Requirements

  • Bachelor's Degree in a related discipline.
  • 2 years or more of directly related work experience, preferably in a government-contracting environment.
  • Experience in a large, complex multifaceted electronics design and manufacturing environment.
  • Familiarity with the defense aerospace industry and regulations.
  • Experience in procurement efforts in a Department of Defense (DOD) contracting environment.
  • Experience in buying across various commodities such as electronics, mechanical, PWB's, cables, and optics.
  • Demonstrated ability to resolve contractual and performance issues with suppliers.
  • Project and supplier management experience.
  • Knowledge of FAR and DFAR regulations, ITAR, and EAR.
  • Understanding of subcontractor solicitations and bid analysis/process.
  • Proficient with Microsoft Office Suite (Excel, Word, and Outlook).

Nice-to-haves

  • Familiarity with Oracle purchasing system.
  • Technical background with the ability to read schematics.
  • 2+ years' experience in operations, supply chain, or procurement.
  • Professional Supply Chain Certification: C.P.M., C.P.S.M., P.M.P.
