About the position

The Senior Procurement Analyst will serve under the Business Oversight Branch of the Office of Contracting Division, focusing on the review and development of acquisition policies and procedural changes. This role involves a comprehensive analysis of major procurements to ensure compliance with statutory and regulatory requirements, as well as a macro-analysis of contracting matters. The analyst will provide expert advice on procurement issues, including contract documentation, legislative matters, and congressional inquiries that may impact contracting processes. Oversight and audits will be performed to review contract files, compile lessons learned, and ensure consistent application of policies across the board. In addition, the Senior Procurement Analyst will assist in the review and analysis of proposed procurement actions, which may involve policy or regulatory waivers, acquisition plans, strategies, peer reviews, and justifications and approvals. A thorough understanding of acquisition operations, functional relationships, and the acquisition process is essential. The analyst will interpret and apply regulations to various contract actions, aiding other district elements in understanding contractual regulatory requirements. Staying updated on policy and regulation changes is crucial, as these changes will need to be incorporated into analyses and reviews conducted by the analyst.

Responsibilities

  • Stay abreast of policy and regulation changes and incorporate them into analyses and reviews.

Requirements

  • Bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.
  • One year of specialized experience in acquisition operations and procurement matters.
  • Thorough knowledge of acquisition operations, functional relationships, and the acquisition process.
  • Experience in performing oversight and audits of contract files and ensuring policy compliance.
  • Ability to communicate effectively with stakeholders and provide advice on procurement matters.

Nice-to-haves

  • Contracting Professional Certification within 3 years of employment.
  • Experience in federal contracting and procurement processes.
