About the position

The Procurement and Logistics Manager is a critical role within the Washington State Department of Corrections, responsible for overseeing and managing the department's purchasing and warehousing operations. This position involves developing and executing strategies for procurement, distribution, and warehousing of goods and services necessary to support the department's mission of improving public safety. The role requires collaboration with various stakeholders and a focus on business diversity by sourcing opportunities for small and diverse businesses.

Responsibilities

  • Act as the agency liaison with the Department of Enterprise Services (DES) on state master contracts.
  • Manage current contracts and identify future opportunities to leverage purchasing power.
  • Ensure vendor compliance and resolve complaints for non-performance.
  • Represent DOC on DES Procurement Policy Workgroups.
  • Attend DES sponsored workgroups surrounding procurement and warehousing policy requirements.
  • Lead activities of procurement professionals through coaching on key accountabilities.
  • Identify sourcing opportunities for small, diverse, veteran-owned Washington Businesses.
  • Evaluate supplier business proposals and present recommendations for cost savings.
  • Develop and implement logistics policies and procedures to meet business requirements.
  • Assume responsibility for warehouse safety protocols and training.
  • Ensure vehicle and equipment safety inventory is completed by warehouse staff.

Requirements

  • Minimum of 5 years of experience in procurement, warehousing, or material logistics and supply chain management.
  • Minimum of 3 years of supervisory or management experience with direct reports.
  • Strong communication skills and ability to provide excellent customer service.
  • Excellent analytical and organizational skills with the ability to prioritize multiple tasks.
  • Ability to influence and lead others.

Nice-to-haves

  • Bachelor's degree in Business Administration, Operations Management, or a closely allied field.
  • Associate degree in Business Administration, Operations Management, or a closely allied field.
  • Experience in LEAN training and improvement projects.
  • Project management experience.
  • Experience in correctional supply chain and material logistics.
  • Proficiency with Microsoft Excel, Outlook, PowerPoint, and Word.
