About the position

The Procurement and Financial Services Analyst at the University of California San Diego plays a crucial role in coordinating the financial operations of the Earth Section of the Scripps Institution of Oceanography. This position is under general supervision and involves managing the financial processes associated with the acquisition of high-value purchase orders for essential equipment, supplies, and services, particularly in support of the ALERTCalifornia project. The analyst will ensure that all financial transactions are processed accurately and in a timely manner, adhering to the university's financial policies and procedures. The incumbent will be responsible for handling various financial transactions, including lab-specific travel and reimbursement requests, and will serve as the first point of contact for invoicing and purchase order-related inquiries. This role requires a keen attention to detail and the ability to provide responsive support to stakeholders, ensuring that all procurement requests are adequately justified and funded. The analyst will also maintain confidentiality regarding sensitive information, such as camera site lists, and will facilitate the signing of Memoranda of Understanding (MOUs), Statements of Work (SOWs), and other financial agreements. In addition to processing invoices, payments, and purchase orders, the Procurement and Financial Analyst will prepare internal control reports and distribute findings to fund managers, following up to ensure that corrective actions are implemented. The position also involves onboarding new vendors in Oracle and PaymentWorks, requiring the exercise of judgment to determine the most effective financial management methodologies. This role is integral to the success of the ALERTCalifornia program, which focuses on utilizing advanced technology to support data-driven decisions in response to natural disasters, thereby enhancing public safety and environmental management.

Responsibilities

  • Coordinate the financial operations of moderate complexity for the Earth Section of the Scripps Institution of Oceanography.
  • Ensure timely and accurate processing of high-value purchase orders for cameras, equipment, supplies, and services.
  • Handle financial transactions including lab-specific travel and reimbursement requests.
  • Serve as the first level of contact for invoicing and purchase order-related inquiries.
  • Coordinate single source justifications and verify funding availability for procurement requests.
  • Maintain confidentiality of sensitive information, such as camera site lists.
  • Facilitate MOU signatures, SOW and SSPR reviews, and other financial agreements.
  • Respond to inquiries in the AlertCA email inbox and process new requisitions and PO modifications.
  • Onboard new vendors in Oracle and PaymentWorks, exercising judgment in financial management methodologies.
  • Prepare internal control reports and distribute findings to fund managers, ensuring corrective measures are taken.

Requirements

  • Bachelor's degree in finance, business administration, or a related field, or equivalent experience.
  • Experience in procurement and financial analysis, preferably in a research or academic environment.
  • Strong understanding of financial policies and procedures.
  • Proficiency in financial management software, such as Oracle and PaymentWorks.
  • Excellent communication and interpersonal skills to interact with stakeholders effectively.
  • Ability to maintain confidentiality and handle sensitive information responsibly.
