About the position

The Southern Nevada Regional Housing Authority (SNVRHA) is seeking a dedicated Procurement Fleet and Material Specialist to join our team. This full-time position is crucial for managing fleet operations, materials management, and fixed asset control within our organization. The successful candidate will be responsible for a variety of purchasing and contracting activities, ensuring that the Authority's needs for commodities and services are met efficiently and effectively. This role involves technical support related to the procurement of automotive, heating, plumbing, janitorial supplies, appliances, ventilation, air conditioning equipment, electrical supplies, building materials, hardware, and office and safety supplies. The Procurement Fleet and Material Specialist will also assist in minor functions related to contract administration and procurement management as needed. In this position, you will maintain databases for asset management, including tracking acquisitions and disposals of assets valued over $5,000. You will conduct bi-annual physical audits to verify asset locations and maintain comprehensive fleet documentation. Your responsibilities will also include entering purchase requisitions, reviewing requests for accuracy, and ensuring compliance with budgetary constraints. You will negotiate favorable pricing and terms with suppliers, gather information for contracts, and assist in the preparation of purchase orders and bid documentation. Additionally, you will conduct monthly inventory cycle counts and reconcile variances, ensuring that all materials and supplies are accounted for and available when needed. The ideal candidate will possess strong organizational skills, attention to detail, and the ability to communicate effectively with both internal staff and external vendors. This role is essential in supporting the mission of SNVRHA to provide affordable housing to low- and moderate-income households, and it offers a rewarding opportunity to contribute to the community while working in a collaborative environment.

Responsibilities

  • Manage fleet operations and materials management for the Authority.
  • Record and maintain databases for asset management, including acquisitions and disposals of assets valued over $5,000.
  • Conduct bi-annual physical audits to verify asset locations and maintain accurate records.
  • Create and maintain fleet documentation, including service records and DMV registrations.
  • Negotiate pricing and terms with suppliers to ensure favorable arrangements.
  • Enter purchase requisitions based on departmental budgets and track compliance.
  • Review requisitions for accuracy and authorization before processing orders.
  • Order materials and supplies from established sources, ensuring quality and delivery requirements are met.
  • Gather information for contracts and maintain a contract database.
  • Prepare and process purchase orders and blanket purchase orders in accordance with policies and procedures.
  • Conduct monthly inventory cycle counts and reconcile variances with property managers.
  • Attend bid meetings and inform vendors of policies and requirements for doing business with SNVRHA.
  • Resolve purchase order and delivery complaints and work with finance to address invoicing issues.

Requirements

  • Associate's degree in public administration, business administration, mathematics, economics, accounting or similar discipline.
  • Three (3) years of experience in buying/purchasing, government procurement, materials management, fleet management, and fixed asset management.
  • Demonstrated knowledge of HUD procurement regulations and guidelines.
  • Proficiency in MS Excel.

Nice-to-haves

  • Bachelor's degree in public administration, business administration, mathematics, economics, accounting or similar discipline.
  • Prior government accounting/procurement/contract experience.
  • Certified Planning and Inventory Management Certification.
