About the position

The Procurement Manager will oversee the management of contractual procurements within the Office of Public Health, focusing on funding opportunities. This role involves developing and executing various solicitation processes while ensuring equitable outcomes for community-based partners, particularly those with limited programmatic infrastructure. The position also includes providing technical assistance to ensure compliance with health-related initiatives.

Responsibilities

  • Oversee the management of contractual procurements administered from the Office of Public Health.
  • Develop and execute Requests for Applications, Requests for Proposals, Mini Bids, and other solicitations using an equity lens.
  • Provide technical assistance and one-on-one support to community-based partners to ensure equitable outcomes.
  • Ensure compliance with funding requirements such as time and effort reporting, grant deliverables, and contract deliverables.

Requirements

  • Bachelor's degree in a related field and four years of experience in procurement management; OR an Associate's degree and six years of experience; OR eight years of experience.
  • At least two years of experience must include supervision of staff and/or program management.
  • A Master's degree in a related field may substitute for one year of general experience.

Nice-to-haves

  • Master's degree in public health, public administration, or similar field.
  • Postgraduate certification in health disparities or relevant topics.
  • Experience working with community-based organizations addressing health disparities in underserved communities.
  • Experience with initiatives ensuring equitable access to contracts for BIPOC and women-owned businesses.
  • Experience with Federal and non-Federal sponsor guidelines and reporting requirements.
  • Experience providing training and technical assistance to awardees and community partners.
