About the position

The Procurement Officer position is an entry-level role within the Department of Transportation, responsible for managing procurement activities including purchasing, issuing, and storing materials, supplies, and equipment. The officer will ensure compliance with departmental, state, and federal guidelines while assisting in procurement duties for the department. This role requires effective communication with vendors and staff, as well as the ability to analyze purchasing data to find cost-efficient options.

Responsibilities

  • Analyzes all purchases to ensure compliance with departmental, state, and federal guidelines.
  • Directs the work of clerical and other staff as assigned.
  • Writes product specifications for competitive bidding with vendors.
  • Prepares requisitions and purchase orders for state government use.
  • Conducts research to locate vendors and make product comparisons.
  • Proficiently uses Microsoft Office applications to document orders and communicate with others.
  • Manages time and leave for subordinates and self.
  • Communicates with vendors and staff to resolve discrepancies, disputes, and grievances.
  • Locates or identifies ordering errors and chooses the best solution to address the issue.
  • Prepares service contracts and screens purchase orders for accuracy and justification.
  • Receives supplies and follows up on late shipments with suppliers.
  • Monitors payments and invoices to ensure vendors receive payment as per terms.
  • Analyzes purchases to find more cost-efficient options.
  • Contacts vendors for required information and serves as a liaison between departments and vendors.
  • Maintains purchase records for inventory control and communicates with the fiscal division.
  • Prepares records and reports such as letters to vendors and purchase orders.
  • Maintains current and accurate inventories of supplies and equipment.
  • Prioritizes and follows through on assigned tasks to ensure completion of high-priority items.
  • Monitors contract periods for updates and expirations.
  • Establishes good working relationships with vendors.
  • Communicates with staff to ensure accuracy in the procurement process.
  • Attends trainings and meetings regularly.
  • Reviews orders and may be involved in the physical receiving of purchased items.
  • May be required to walk, stoop, and lift supplies.

Requirements

  • Graduation from an accredited college or university with a bachelor's degree.
  • Graduation from an accredited college with an associate degree and two years of procurement-related work experience.
  • Education equivalent to graduation from high school and four years of procurement-related work experience.
  • Additional qualifying experience may be substituted for the required education on a year-for-year basis.
  • Additional coursework from an accredited college may be substituted for the required experience on a year-for-year basis.

Nice-to-haves

  • Experience in procurement or supply chain management.
  • Familiarity with state procurement guidelines and regulations.
  • Proficiency in using procurement software or systems.
