About the position

The Procurement Program Administrator is responsible for providing advanced procurement and contracting services, overseeing solicitations and contracts, and ensuring compliance with public procurement regulations. This role involves leadership, guidance, and assistance to procurement staff and city departments, as well as conducting planning and risk analysis for large-scale procurements. The position requires a strong understanding of contract management and the ability to resolve complex contractual issues.

Responsibilities

  • Oversees and manages solicitations and contracts including RFPs, RFQs, and various procurement methods.
  • Manages the qualifications-based selection process and facilitates evaluation committee meetings.
  • Resolves non-compliance issues related to contracts and negotiates settlement agreements.
  • Interprets and applies public procurement regulations at Federal, State, and Local levels.
  • Administers grant-funded solicitations and existing contracts, ensuring compliance through performance monitoring.
  • Confers with the City Attorney's office on contract terms and risks as needed.
  • Provides leadership, training, and guidance to procurement staff and monitors procurement processes.
  • Analyzes market conditions and applies trends to procurements and contract development.
  • Prepares and presents reports to management and stakeholders.

Requirements

  • Bachelor's Degree in Public Administration, Business Administration, or related field.
  • Five years of public procurement experience including contract management and various procurement methods.
  • One year in a lead or advanced procurement role.
  • Certification as a Certified Texas Contract Manager (CTCM), Certified Texas Contract Developer (CTCD), or Certified Public Purchasing Buyer (CPPB) within two years of employment.
  • Experience with Microsoft Office, including Excel, Word, PowerPoint, and Adobe Professional.

Nice-to-haves

  • Experience in state and municipal contract law and contract management.
  • Experience with Smartsheets software.
  • Successful supervisory experience.
